This fine fellow is Rainbow Raider (Roy G. Bivolo), a costumed super villain from the DC Comic series, The Flash. Roy was born colorblind and his father, a brilliant optometrist, created special goggles to cure this problem, but died before the product was finished. These goggles allowed Roy to ride on beams of light (rainbows) and to shoot hard light as a weapon. Roy's passion was for art, but he was unfortunately a terrible artist (he blamed his colorblindness) and turned to a life of crime.
