True, but when specifically comparing the two men I would say it’s worth mentioning.
I think Tywin is for more clever then Otto
Tywin inherited his house and was the leader after his father passed then became good friends with the mad king. Otto never inherited his house and became a knight then was made hand. Both are very good with words. I would say tywins biggest mistake was not seeing his son and daughter for what they were and also not using tyrion because he held a grudge against him. Otto messed up by picking Rhaenyra over daemon and then going against his decision after making it.

I think Otto storyline and Tywin storyline in the books are bit more similiar, because if read the books and look beneath the surface Tywin ( for that matter and Lannister Conspiracy at whole) comes off more lucky, irrational and his own actions causes more problems in long run for him, which is a reason why the Lannisters have such troubles in AFFC

So if it was Tywin who was alive at this time of Viserys I he would simply have had Rhaenyra raped & murdered the second Aemond was born. He would have waited to have Rhaenyra killed just in case Aegon was sickly and died.
Otto had better opponents than Tywin (actual dragons)
This is what people don't understand when comparing these 2 and Larys vs Varys/LF - they had better opponents, they had the Targeryans at almost peak power.
its not that.. Tywin was actually very effective but he is a prideful man whereas otto is a schemer to the core. without his position otto is prctically nothing wheres tywin is still warden of the west. Tywin was harsh but also very hands on with stuff. Otto on the other hand sticks clearly to diplomacy a bit more. Tywin had the strength of a character which otto lacks
