Citizens of Pakistani very well know the problem and solutions. Unfortunately, to have effectiveness and efficiency in system is responsibility of political leadership.
Why don't the main parties in Pak sit down and work together? Because it doesn't suit their interests. PTI's huge popularity relies on its image as being anti-corruption and anti-establishment. The Army wants to cut Imran Khan to size since they think his popularity poses a risk to their dominance of the system. And PMLN is happy with this situation since it gets, at least nominally, to be in power.
