Hey everyone! After reading through the discussions of AI voices and all of the conversations we had on chat, my opinion of using the voice at the start of the video has changed. I recognize that I shouldn't have used or created the speech model that I used for the original video and am sorry that I did so. I'm very thankful that RUclips allowed me to swap out the video, and the intro now features my voice. In the future, I'll seek out members of the community and other creators to voice characters. Thank you all so much for the constructive conversations around AI, and check out the start of my recent stream (ruclips.net/user/livepVzWgj6IYKA) for my full thoughts.
It was an interesting discussion, and for the most part significantly more considered and reasonable than you'd usually expect on the internet. It speaks to the kind of people your content attracts, keep up the good work! FWIW the new version with your voice is great, but I love the idea of community involvement!
So for street names, I feel like they should have a theme around the memorial. Perhaps courage st for the fire dept, and make the ones around be something like Freedom Way, Honor Ave, Liberty St, Homage Dr, Respect Ln, Pledge St.

Phil's stubborn refusal to actually use urban planning for fire mitigation is my favorite thing to complain about. In CS1 at least each tree is a potential source for fire spread and fire could spread up to three cells from a source. At the most dense you could get more than one tree per cell, I think it was something like 2.5. A Four by Four building contained 16 cells and was one source, 12 cells (4 wide three deep the most that can spread into an adjacent 4x4 building) of densely packed trees (the only kind that exist in CPP cities) was almost 30 potential sources of spread into adjacent structures. I don't think each tree had to be extinguished individually I think it was per cell or area of a given radius. But still dense "landscaping" spreads fire exponentially faster and is more difficult to put out than an equal area of structures.
This is Derek from the Astronomy Club writing in to ask you leave some parks dark. All those lights increase light pollution and have a detrimental impact when we try to meet in the lawns there.
Game tip: You can also delete and redraw the road next to an emergency shelter to force it's power and sewer connections to link up. It's often cheaper to rebuild a road than move a building twice.
I think a firewatch tower in the Remembrance park would be a nice touch. In my mind I see it going in that small square by the roundabout on the opposite side of the fountain as the mausoleum - the one with the four smaller tanish trees in it currently. It would give an elevated view of the memorial as well as a view in to Bend and the other communities hit by the fire for visitors - while standing as a testament "that the community remains vigilant for future threats".

Rather than specific street names, I think it'd be fun if you had thematic names to streets in the same neighborhood. For example I used to live in a part of Copenhagen where the streets were named after birds, so we had Eagle Street, Swan Street, Sparrow Street etc. Pick any themes you think could be fun, like animal names, names of renowned scientists, popular baby names, flower names and so on.
My small upper midwestern town (where Bend, Superior roughly takes place) did a lot of Bird and Tree naming. Cardinal Street and Oak Road kind of a situation.
The worst loss of life in a fire in US history was Peshtigo which burned over a million acres and killed about 1500 people. The second worst killed 453. 3000 deaths in a wildfire would be a major historical event and I can't imagine how it would happen without actively trying to increase the number. Fires have a fairly low death count compared to a lot of other disasters but a very high displacement count.
Given how severe this disaster was for the county, I would expect the residents might actually want the disaster response buildings to be more visible. And if the governor wants to keep her job next term, she might want to accommodate this to show her commitment to making the county safer for residents in a very public manner. Because responding to the needs of her community is great, but if people can't see the work that the county has put in to addressing the issue, it might fly under the radar.
I really hope Chuckles is brought to justice for setting that forest fire. I know he didnt intend for people to die, but fire is unpredictable, and sometimes when you do things for political reasons, human lives pay the cost.
Not opening up the episode with an actual news report of the fire!! I love the role playing and story telling you add to your let’s play! It really keeps me coming back for more to see how the people in the town like all the upgrades and updates you end up doing! I love seeing all the little stories you got going along the bottom banner! Lots of foreshadowing and funny little inside jokes! 😂
The opening was just what I envisioned. Absolutely amazing quality there. And that park, just absolutely beautiful...! One little fix I'd like to mention though is that you forgot to do lane math on the highway exit. Its only a short piece of road, so I don't know if its necessary, but it would be easier for people getting on or off of the highway that way, especially with such short acceleration lanes. Cheers!
Hi Phil, This was a really fun and interesting episode to watch for me. I live in Boulder County CO, and as I'm sure you heard having ties to CO yourself was impacted by the Marshall Fire in 2021 in which many people lost their homes and businesses across Louisville and (coincidently) Superior. I still work and live in the area and pass by the burn site and reconstruction locations daily. There are still some empty concrete lots where small restaurants and businesses used to be that just never got rebuilt. I was kind of able to put myself in the shoes of the Magnolia County residents here. The implementations that you, I mean Shiela Johnson, put into place are wonderful. I'm sure the people of MC will look past that it happened and instead at how Johnson worked to help the residents that will matter. Similar to how Jared Polis worked to help those impacted by the Marshall Fire and we continue to appreciate his support at the state level. Always love the content! Hope to see you continuing to make fun content. The news report at the start was awesome!
How could our mayor deity allow the Magnolia County to burn down!? /s On that note I was thinking it was rather ironic you added more death care in the form of crematoriums when the great forest fire of Magnolia County didn't leave much... Love the Magnolia County series. Hope to see more.
Wow! That intro had me reminiscing about the best sitcom ever, “Martin”. I had to rewind a few times to catch the ticker and listen to the broadcast. Finally thank goodness for a citizen like Chuckles the hero we don’t deserve! 😊 Top notch Phil
Robert Moses destroyed the East Tremont neighborhood in The Bronx, the Cross Bronx Expressway was/is a mess. He was also the cause of the Dodgers moving to LA and the Giants moving to SF. My fuel plant switched over, and I'm not sure why. You may want to check your dairy house I place mine amongst some farms but got a ground pollution warning. Great build and I really look forward to each episode, Thanks
That was freaking awesome with the WSUP breaking news story. You need to do that more often. Maybe not too often as it would take away its "power" but say every 3 or 4 episodes? One of the coolest things you've done in quite a while (and you do a lot of cool things).
Also loving all the care you've been putting into detailing lately, I said it last time but it's just so so pleasant to see you really delve into a place and use dev tools and mods
Great episode! The shade of green grass used on the memorial makes me feel like it's a manicured space you wouldn't use as a park. Something more of a dark green would make it feel a bit more natural as a useable space I think
I disagree! The manicured grass makes it look like a piece of city owned property with freshly mown grass. Maybe if the colors of green where a few shades darker it would like so much like a putting green
I feel like firebreaks between the wild forest and the urban forestry would be a thing in such a dense forested region with lots of fires. Spraying trees everywhere in town is fine, but having no physical break between city and the wilds is just adding extra pressure on the fire prevention systems.
Did you know that you can add a node to a road by selecting its straight version and double-clicking where you want your node. Thanks for the continued "story times"!
Shoot - I always forget to do that! Funny enough, that's one of those things I noticed pretty early on when I started playing, but I quickly fell back into CS1 brain. Thanks os much for the tips and kind words!!!
Lol. I am listening rn to the Powerbroker bookclub from 99% Invisible and was really suprised and happy when i understood the Robert Moses reference. I'd love to hear your take to Robert Moses and how he was percieved when you became a city planner.
Personally, I think it was Darrell and Carrie Ann Williams acting on behalf of Myrtle that committed arson. He was angry enough from the highway addition that adding the town of Bailey would send him over the edge and try to get back at the government by burning down the new refinery, but the wind turned on him and blew the fire away from Bailey toward Bend itself. It'll backfire on him once police complete their investigation... Chuckles wouldn't dare burn down his precious forest. He would be more likely to run against Johnson for Governor to be able to reclaim the state forest or to, at least, veto anymore encroachment into the forest. Great Episode! Got the Like from just the news report before I even saw the rest of a great episode!
Bro, that news report was, dare I say, fire. I was just passively listening, working on my city, and I heard 3000 people died and I audibly said woah! And had to backtrack that. Amazing storytelling and editing.
Great video. 😊 Move the playground into the park where it belongs, and put a signature building in the triangle. The area looks more like a place for a corporate or regional bank HQ. It has good road access, over looking the river and park, and highly visible from all directions. it would even give a reason for the park as part of a tax break for the HQ if they donated the land. 😊
If this were 15 years ago and Magnolia County was a City Journal on SimTropolis, this Fire would've been a major plot point, probably earning a story telling community award.
I don't think I've ever actually seen a standalone emergency shelter. A great mod would be one that lets you designate a building as an emergency shelter, perhaps with increased upkeep costs to reflect the need to store food and supplies, and make the building itself more resilient.
It would be a great add on to the Elementary or High Schools. Basically allowing the gymnasium to hold residents in a tornado/hurricane shelter or as an underground bunker. My elementary school as doubled as a fallout shelter.
I started this series yesterday. Pretty much watched my entire day. I started the day off with this video. I can't wait till this finally comes out fully on xbox. I am about to fire up the original city skylines. You made me really miss playing it. The story telling adds a layer of depth to the series that I truly love and appreciate. Keep on doing you!
Love these videos, and the whole series! One thing I always wish I had more of is the before and after shots. You have been getting way better at doing the shots, but I just want moooore. Loved how you managed to create a good thing out of the tragedy that happened in your city. Can't wait for more!
Another suggestion is to change the commercial zones, It makes more sense for them to be close to the highway and facing the park and place bigger and more beautiful houses close to the water.
Actually, you can prepare for a forest fire with good forest management policies and government funding of specialist forest service firefighters. As well as implementing fire bans during dry conditions and ensuring fire hazardous infrastructure (electrical and gas) is properly monitored and maintained.
You absolutely can prepare! Just do the opposite of what our dipshit state government in New South Wales did prior to the catastrophic 2019 wildfires and commit to adequate funding for rural fire services BEFORE it's needed. 100% agreement about Governor Chuckles though 😬 If he gets elected we may as well copy the Magnolia County map into New Cycle and finish up the rest of the playthrough there.
I loved the intro to this video. AMAZING work CPP. I am very impressed. I just got one of the "Respect the topography!" shirts as a valentine's day gift
I started re watching Clearwater County. Dude your videos have come so far. Man it was kinda hard to watch the first ten episodes in Clearwater county. I'm use to your current greatness lol. When I first watched Clearwater County I didn't feel that way. But you just set the bar so high now it was odd to go back
I suggest you replace some of the car-centric waterfront development with small footprint mixed use or some offices and a couple row homes, it may make it look less alienating. I also think mixed use has been a little underused in the builds so far :)
38:30 Installing sound barriers on a slip lane leading to a roundabout from a highway can present safety challenges, particularly regarding visibility and merging. The barriers must not obstruct drivers' view of approaching vehicles or impede the merging process.
This has probably been said before and I’ll be called out for being completely unoriginal but every time Phil mentions myrtle I picture moaning myrtle from Harry Potter running around the county causing havoc, which would be completely on point for her character, and laugh to myself.
I miss you using the immature trees when landscaping a new area, it added a nice feel to watch them grow through time! Obviously makes sense to still use the tool if replacing a mature tree and the like. This is absolutely my favourite series on RUclips at the moment and I love getting the notification for a new episode!
It's actually not unusual for fire stations to not have a lot of dedicated parking, particularly stations in urban areas. You'll see POVs parked on front bay pads off to the side, street parking, side of the building, or in other building's parking lots Street Name Recommendations: Phoenix Boulevard Reflection Ave Penance Street Reclamation Ave Hot Shot Ave (Recognize the Wildland Firefighters who fought the blaze) Juvenis Ave (Latin for young)
Hi! Long time viewer and first time commenter here! I really think that the owner of the crematorium that got all of the upgrades should become a character after the tragedy, after all he gained a big buck, is almost the only provider of this service for the community and could be a interesting foil to chuckles
Phil, you are a fantastic storyteller. I so quickly become engrossed in your cities in ways I didn't think I would for a city builder game without a real story.
At, 38:16 I feel that there would've been a far more acceptable place for a dog park. Not only considering noise from happy, barking dogs blends in with road noise, but from a safety stand point. I would hate bringing my child to a park this close to a slope on prominent roadways.
Personally I believe chuckles is behind it all in a bid for governor. He can use policies to increase his properties land value diverting funds for his own little projects.
I mean sure, but who else in the state is going to vote in a small-town cab owner with no political experience as Governor. He could probably win Mayor or City Council spot but I think Governor would be a tough race for him.
@CityPlannerPlays PHIL!!!! What are you doing bro? You impress us with the unprecedented local government and community context for your builds, then you turn around and raise the bar with the news report and in-game B-Roll. Hired a VO actor and everytthing. Top shelf my dude. Top shelf. No one does it better. Your storytelling stock jumped 50% in after hours trading.
3,000 is national tragedy, I thought the President himself would've come to Superior to open the memorials, visiting the emergency services and grieving families.

Cheers!
I LOVED your Drew Cary clip for 'Who's Line". That was perfect.
That Robert Moses reference was much appreciated. Roman mars has been covering the power broker on 99% invisible and it’s been pretty great so far
Hi Phil,
This was a really fun and interesting episode to watch for me.
No way all these people lost their lives to forest fire and your fist action is to add an incinerator to the crematorium. Absolutely brutal
Blending the storytelling aspects in a realistic way with what you plan to do this episode was a joy to watch. This is art!
Top notch Phil
Holy shit, 3000 people died. The mayor is getting FIRED. 😂
This episode is my favourite so far! I love that you create a story for the city, so that each new place has a purpose beyond just the game mechanics
Wow - this is probably the most coolest intro for a city skyline episode. I love that you used the happenings to steer your next builds
One of the coolest things you've done in quite a while (and you do a lot of cool things).
disaster time increase means that when any disaster is detected, citizens have more time to react
Love the details. Had to watch the intro twice. One for listening. One to actually read the lower bar
0:00 till 2:09 WoW! That is great 🥰🤯 Wonderful intro for the story. Thank you for that. 👏👋🤗 😮
6 tennis courts?? that’s a whole tennis club!! 🎾
I feel like firebreaks between the wild forest and the urban forestry would be a thing in such a dense forested region with lots of fires. Spraying trees everywhere in town is fine, but having no physical break between city and the wilds is just adding extra pressure on the fire prevention systems.
Love all the roleplaying stuff, really adds life to this one
watching this straight after playing cs2 for the first time is a humbling experience
ok, I had to rewind to read your entire chyron during the start. very well played.
Totally watching this while sipping coffee out of my Verde Beach mug. All hail our new overlord Fire.
This is the best intro into a build that I've seen.
Scooby - Doo said it best, "Ruh-roh-RAGGY."
He speaks for all of us.

The timing of me watching this video couldn't have been more perfect- my wife's birthday is tomorrow! Thank you so much, she was so happy!
"Chuckles for Governor" doesn't sound right. Many blame Gov. Johnson for the disaster, however nobody can prepare for a forest fire.
A clown as a politician... I've seen this before.

All hail, Myrtle: Cities Skylines' Fire Goddess!
26:43 "little things add up overtime" Bob Ross would be proud 😢
I loved the intro to this video. AMAZING work CPP. I am very impressed. I just got one of the "Respect the topography!" shirts as a valentine's day gift
Chuck for Gov! Also, when you finally deleted that extra tiny bit of path in the park I felt so much relief. Thank you.
I started re watching Clearwater County. Dude your videos have come so far. Man it was kinda hard to watch the first ten episodes in Clearwater county. I'm use to your current greatness lol. When I first watched Clearwater County I didn't feel that way. But you just set the bar so high now it was odd to go back
Not, I cringe pretty hard when I watch some of the old stuff, haha. Thank you so much for the kind words!!
I suggest you replace some of the car-centric waterfront development with small footprint mixed use or some offices and a couple row homes, it may make it look less alienating. I also think mixed use has been a little underused in the builds so far :)
On the first try I closed this video because I thought had open the wrong one. Great idea! ❤
38:30 Installing sound barriers on a slip lane leading to a roundabout from a highway can present safety challenges, particularly regarding visibility and merging. The barriers must not obstruct drivers' view of approaching vehicles or impede the merging process.
Never heard Robert Moses used as a verb before. Right on lol.
I will calm down on the mature trees! That's honestly a great point! And I really appreciate the kind words!
It's actually not unusual for fire stations to not have a lot of dedicated parking, particularly stations in urban areas. You'll see POVs parked on front bay pads off to the side, street parking, side of the building, or in other building's parking lots

Hi! Long time viewer and first time commenter here! I really think that the owner of the crematorium that got all of the upgrades should become a character after the tragedy, after all he gained a big buck, is almost the only provider of this service for the community and could be a interesting foil to chuckles
Phil, you forgot the lane mathematics on the interchange at 31:28! Awesome episode btw! Love it!
Man that intro was fire... i men... lit... i mean... fantastic 😅
Ever considered creative writing? you come up with some amazing back stories! love it
amazing as always, thank you for keeping this series going during this rough time for CS2
Phil, I think the disaster alert time means that you'll get that much advance warning before a disaster hits. Loved the intro by the way!
Phil, Jamila and chuckles could have a very good election contest for governor where we get to vote over a period of a week
