Mostly a judgement call then factoring in when the next potentially big pull is happening etc. Also when sending the dragon on the 5 targets in Valdrakken it dealt ~ 1.8 mill. damage, when just using pillar and sending the dragon it dealt ~ 2.1 mill. damage, so it looks like target count wins in general. When using Absolute Zero talent I also use it for the 3 s freeze as CC in pulls where it is much needed and dmg is secondary :)

Unholy is getting nerfed too. Fury is pumping just as much as frost and unholy but is not getting nerfed haha
