Not working on 1709, the setting has been moved to Network & Sharing Center (old control panel)

The option is replaced by selection of network profiles, set it to private.

the setting is completely missing in Win 10 Pro build 1903 and the setting can be only set after reset of the network and reboot on the side notification panel. But only once. The thing is the setting comes back off after turning the computer off and on again. Shit windows....
