What if you lightly puréed the leaf with the vodka? I have a vita mixer. I could strain it through nylon hose. I squeeze out the ball with an old-fashioned potato ricer press using this method to make RSO or Rick Simpson oil, which is save my life.
The leaves could be used as tea infusions. Tinctures can be made using vinegar or vegetable (food grade) glycerin. They will have much shorter shelf life.

thank you, brilliant to use rice press!
Rice press should work well. I do not use mixers to cut my herbs but you can try and let us know how it worked for you.
When you take this tincture do you put direct in your mouth or in a little water please?
I like to mix in a little bit of water, many people do drops directly into mouth
