I’ve been a weapons and tactics trainer since 2007. I have NEVER heard of a single Law Enforcement agency that does NOT adhere to the post Columbine doctrine for active shooters. The rule is, if you as an officer are first on scene, you DO NOT wait. You do not waste time with gear, shields, SWAT, or anything else. If you are the only one, you go in and stop the killing as fast as possible. The fact that MULTIPLE officers waited is disgusting. Every single officer on scene should be fired and never be allowed to wear a badge again. The first officer should have stopped the threat.
The statistics don’t lie. Active shooters stop killing when they meet resistance. The fact that that agency could t even do that is disgusting. It is borderline criminal and the chief should definitely face charges.

The governor was joined for the bill signing ceremony by Lt. Gov. Dan Patrick, Speaker Dade Phelan, Sens. Donna Campbell, Brandon Creighton, Charles Schwertner, and Drew Springer; Reps. Giovanni Capriglione, Cole Hefner, Tom Oliverson, Matt Shaefer, David Spiller, and other members of the legislature, as well as Wayne LaPierre, executive vice president of the National Rifle Association.
Because the bills signed are designed to protect the rights of gun owners, LaPierre and the NRA had an interest in them becoming law. LaPierre was complementary for the work Texas legislators have done since 2015 expanding gun rights including campus carry, open carry and now constitutional carry.
"Freedoms Americans really agree on overwhelmingly are their constitutional right to own a firearm and their right to defend themselves and their families," LaPierre said.
