Cardinals in the Roman Catholic Church are the most senior officials under the pope and are usually ordained bishops. They are appointed by the pope as members of the College of Cardinals.
Cardinals attend meetings of the college and are available to the pope as needed. They are his chief counselors and contribute to governance of the Roman Catholic Church. They also have various responsibilities within their committees (called congregations). For example, one cardinal oversees all the bishops around the world, and another oversees Catholic education, and so on. Other cardinals function more as archbishops, overseers of archdioceses in a particular state or region.
Cardinals also elect the pope when that position becomes vacant and have done so since 1059. Only 120 cardinals can vote in the papal selection.

Every diocesan bishop in the Catholic Church (as well as most other episcopal churches) has a group of senior clergy to advise him. They are normally called the Chapter and the individuals are called Canons. The Pope is bishop of Rome and his Chapter is called a College and his Canons are called Cardinals.

Some of them probably are. Lots of 'celibate' men in the RCC have had kids in the past. We have Internet these days so I guess it's not as easy for them to have mistresses. In my country, it's not weird to see priests going to prostitute streets and brothels or hearing about girls in uni and college having priest boyfriends

Apostolic tradition. Jesus' 12 Apostles were all male. Apostolic tradition holds that each ordination is the conference of the responsibility of 1 of those Apostles onto another man.
The Catholic Church does not shun women though. Prioresses, Nuns, Sisters, they take many names. They are uniformly all women without exception and are known throughout the world as graceful, merciful, intelligent, charitable, and pure. While they may not be ordained to extend many of the sacraments they are still very important to the administration of the Church itself. You'll find more than a few of these women going about their duties in Vatican City. The capital of the Holy See, the center of the largest & oldest Christian denomination in history.
