I don't know what their rules are for pursuits, but you're right. They were incredibly passive right up until she went to drive into backed up traffic. There were dozens of opportunities for a PIT maneuver that would have made this a 7 minute video.
I was thinking the same thing. The Arkansas State Police would have pitted her multiple times (6 - 10 times or so) during that chase, ending the chase sooner, then tased her.

This went on farrrrr longer than it needed to. I'm not an officer and I have no idea what the department policies are but the speeds felt low enough for a long time to get an effective safe pit on her way earlier.
Especially on that completely empty on ramp towards the end, she was going like 5mph with a blown tire half way off the road just a tap would have ended it

In the 90's they strictly enforced the federal felon/possessing a gun law that mandated automatic 5 years in federal prison. They hid their guns in their glove boxes, trunks and engine bays. This gave them the extra few seconds to change their minds and think about the consequences. Recently, the conviction rate for that crime, which is still on the books, is in the low 20% range. And people wonder why crime is out of control.
I understand that some police department's aren't pit certified, but when they pitted her at the end they had loads of opportunities before that to end this. So many people put in harm's way when there were clear roads and her going under 40mph. This shouldn't have gone on as long as it did

I'm wondering why they didn't PITT her on the interstate on-ramp. With the flat tires on the driver side, her taking that long sweeping right hander of the on ramp was the perfect opportunity. The primary officer could've just given her a little tap on the right rear and she'd have spun right off into the grass.

She side swiped multiple vehicles that could’ve ended up way worse, such as hitting someone head on while running multiple stop lights. This chase should have been ended and the vehicle pitted the minute she started hitting other vehicles on purpose. Poor police and city or town policies that put a whole lot of innocent people at risk for no good reasons. This chase should have been ended and the vehicle pitted the minute she started hitting other vehicles on purpose. Poor police and city or town policies that put a whole lot of innocent people at risk for no good reasons. Poor police work as they cuffed her and never searched her before putting her in the back of the police cruiser and never double locked the cuffs so they couldn’t tighten up any further. Justice and enforcement of laws and for criminals has become a joke in this country.
When she was on 2 rims, barely able to stay on the ON-RAMP, that was the perfect time for a pit maneuver. No cars around and the vehicle is already leaning one way. Instead they let her exit on to a HIGHWAY.
Policing in this country has gone to crap.
Amazing how the other drivers actually pull over and stop when they see the lights and hear the sirens!
