Weird. I bought the cartridge and played a lot of this game and the same music plays for both the bad ending and the good ending. I wasn't sure why everyone here was bummed but it seems the game have a different music for a good ending in other versions.

Yeah, sad honestly. Sonic went though the adventure to save him. He went all the way, only for it to be put to waste. Eggman really isn't like Bowser, Eggman is pure evil, he dangles Tails like a carrot for Sonic to give him the Chaos Emeralds, and then throws him away if Sonic doesn't have all of them. Sonic was playing Eggmans game, a game he couldn't win unless he found all the Emeralds.

I like this theme more than the “good” ending theme, the good ending theme feels very generic. This one can be used as both bad and good themes, in a bad context Sonic lost his friend, in a good context he saved Tails and both of them are heading home with the adventure complete.

I think you've interpreted bad in a different way than what's intended here ^^'. It's considered a bad ending for a rather simple reason: Sonic set out to save Tails in the first place, the tail-napped trigger for the crystalline mis-eggventure, and he failed to do so - not because the song itself is considered bad. Plus Sonic & Tails have a close friendship, not necessarily a bromance despite how the music might give that vibe xD.
