BARNESVILLE, Ga. - Questions swirl in Barnesville about what happened to thousands of tax dollars provided to help feed needy Georgia children last summer.
A state agency, Bright From the Start, is demanding the non-profit A.D. Smith Community Services repay $142,748.83 after finding few receipts, plus evidence some of that money went for bridal expenses.
The investigation is focused on the non-profit's founder and executive director April Smith. She's been running this summer feeding program for a while now.
But last April she got married, and shortly afterward the state got suspicious.
"The wedding was just outstanding," remembered James Lindsey who served as the Best Man.
"It was beautiful," agreed Sherry Jones. She was one April Smith's bridesmaids.
They had a front row seat for Ms. Smith's wedding one year ago, and it was a doozy.
A bridge of 27 wedding cakes. A peanut and Coca Cola stand. The bride and groom arrived in a horse-drawn carriage.
"It was a very beautiful day," recalled Ms. Jones. But that was before she realized some of the money that went for the wedding may have come from the taxpayers themselves. That was before Sherry Jones and James Lindsey had to sue now April Smith-Scott over thousands of dollars in pay they never received.
"She's never offered one apology," Ms. Jones complained.
Bright From the Start began giving April Smith's group money in 2011, her non-profit organization posting pictures on their public Facebook page of the meals they provided to children each summer in the Barnesville and Griffin area.
But when employees Sherry Jones and James Lindsey complained to the state they weren't getting paid, investigators took a closer look at the non-profit's spending and, they say, found major trouble.
According to the audit, April Smith-Scott spent $142,748.83 on things she could not justify as feeding needy children, money the state demanded be repaid.
That included thousands of dollars in "overdraft fees, rental costs and other unapproved and/or unsupported costs." Much of the non-profit's spending was difficult to track, but investigators did find this item: a $6,151 check written to David's Bridal. Sherry says that happens to be where April Smith-Scott bought her bridesmaids their shoes and jewelry for the Big Day.
"Yeah, wow. Isn't that something?" Sherry Jones asked rhetorically. "Am I surprised to hear that? No."
The state agreed to put April Smith-Scott and her organization on a payment plan. The first monthly payment of $6559 was due in January, 2017. That day came and went, but the money never arrived.
James Lindsey sued April Smith-Scott in magistrate's court hoping to get the $6300 he claims he's owed for delivering food last summer. He and Sherry Jones both won a default judgment against the organization because April didn't show. In fact, the FOX 5 I-Team couldn't find April Smith-Scott anywhere. Not at her house, not at a Griffin church where she runs a food pantry. She did not respond to our repeated attempts for comment.
The state has now removed her from the list of approved grant recipients, and could soon refer April's case to the Attorney General's office for criminal action.
People in Barnesville are just now learning the extent of her alleged misspending.
"My God, are you serious?" Lindsey reacted when we told him how much money Smith's organization owes taxpayers.
"Damn. Wow. You were serious?"
Yes, because $142,748.83 can feed a lot of hungry children.

Meals that were missed last year can not be 'repaid'. To hell with civil remedies, this kind of thing should be in criminal court and carry triple penalties. The state agency that was supposed to oversee this program needs scrutiny as well.

Summers are pretty much a starvation sentence for marginalized kids. School ends and that means they have no idea when or if they will eat again. She took very much needed food and drink from the ones that absolutely needed it the most and cannot fend for themselves. This hurts my heart 😢

NEVER EVER EVER trust a nonprofit that has fancy ass executives. I used to work in the field and the low level people got paid very little and somehow not only did the executives make a lot of money but also threw huge parties and lunches. It's so obvious

I think she's skipped town. By this point, it needs to have been escalated to a criminal level and further action needs to be taken. I sort of like the idea of giving the person a chance to just do the right thing, there's some cases I wish that was used more. But she's not paying it back and needs to now be arrested.

My adopted mother bought a house. And when I left her before 18 years old , she was still collecting money from me up until 21. She refused to give me my insurance card for medical care. She just gave me the numbers. She’s a pastor today and still fosters children. She has them split up in designated areas of her house. That means 2 siblings are forced to sit separately throughout the house without getting up. Usually one is sitting on the couch. The other at the kitchen table. Another in the living room. One in the family room. One of the foster kids were taking 12 pills a day and his speech became severely slurred till the point he sounded a bit autistic. And he was about 10 years old. She has cars for all of her biological kids and the kinds of cars are Audi Tesla etc. the things she did to me growing up I will never forgive her. She is so evil. I am just over her for real. I wish I can write a book about that family. The best one was nana. Till this day I acknowledge her as my blood. She was the best Forster parent to ever come across. I will forever love her. I gave my daughter her name as the middle name. She’s in heaven now but I love her so much. It pours out of me.

I was involved in summer grant feeding programs with activities for the kids, field trips etc. Those kids were HUNGRY. The main reason they signed up for the programs was to eat. They'd get a light breakfast, morning snacks, a good, heavy, nutritious lunch then an afternoon snack. We used most of the grant money for food and there was nothing left at the end of the day. They ate every morsel. This makes me sick how anyone could steal from a kids program like that. Just unfathomable.

Wow! And here it is I used my own money from 1990 to 2016 to feed the homeless. I cooked homemade meals i picked greens, homemade mac and cheese beef ribs, chicken wings, etc.. I passed the meals out from my car in Michigan. Im Doing well now I am going too start back my own money. I hope she gets time in jail. Poor kids 😢
My crew Bag Ladies have been serving the community for over 11 years without grants and no non profit status. We just wanna serve. Yes we get donations but whether we have donations or not, we will still serve the people we call “The Fam”!

because usually the best way to get as much of the money back is to give them the chance to come up with the money. if you throw them straight to prison or arrest them they usually clamps up and their income stops, any money or sources of funds they have goes first to lawyers and legal fees and they can't take out loans or sell assets to come up with the money.
it's like how sometimes fathers who are behind on their child support payments gets thrown in prison, then they are even less able to pay because they would have lost their job and ability to get jobs for income.

Several non-profits in my area had the same problem.
Two ex-cons ran one of them, a so-called violence interrupter program.
One of the founders was frequently on a local public affairs TV show, and while the other guests were in traditional suits, he was always overdressed in expensive suits with a bit of flair to them, as if he were attending either a wedding or an upscale nightclub. He also drove an expensive SUV.
Local city governments are being conned by these ex-cons who claim that since they have been in prison, they are the ones who can reach the young people involved in crime.

News Now Pittsburgh : Negative ghost rider not every state, in Florida if you get a moving violation and don’t pay it, all they do is suspend your driving privileges. The only way you can get a warrant from a citation is if you’re charged with a violation like reckless driving, or driving with a suspended license with knowledge which has a mandatory court date assigned to it. Then if you fail to show, they will issue a warrant. A driving citation is an administrative punishment, not criminal. A speeding ticket, red light, fail to stop at a traffic signal is is not criminal so they can not place a warrant for an arrest. Remember, I only speak of the state of Florida, I don’t know any of the other states. And also, I’ve been in law enforcement in this state for 17 1/2 years.

There are many really valid, credible nonprofit organizations, but people have to use some common sense to thoroughly investigate their background. Nonprofits who work collaboratively with government programs, other nonprofits and really build a presence in their region, and are run like a corporate company with a board of directors etc. are generally fine. I'm speaking from Canada however, and so only know our laws surrounding operating a nonprofit, and those may be different in the USA.

My sister got married 6 months after we did. Total cost? WELL over $20,000! And she sewed her dressed & the bridesmaid's dresses. Our parents gave both of us the same amount of money to spend. After 27 years, we're both still married. But, my relatives still talk about how fun my reception was.
