Tow company needs to lose their business license to tow anything, AND the driver needs to be in jail for attempted theft and assault.
An update I found is the owners owned three companies all known for towing without property permission from private lots among other things like threatening to not allow the car to be returned if not paid fast enough and in cash only. All of which was illegal. All companies and the owners were banned from operation in the city.
If you think that's light don't worry. The two owners were also caught doing a welfare defrauding scheme and are being charged regarding that personally.
They will just change the company name.

In my state it is illegal AF to hook a tow truck up to a vehicle with people in it. That driver would be arrested.

Hey the only legal thing to do in California is call the police. Unfortunate as that is some places you try and kidnap someone the outcome can be very different. But California is dumb when it comes to laws. They would rather defend the criminals then the victims.

He was probably hoping to trick people into believing that he was in the middle of towing the car to an impound lot, and the owner tried to get it back in the middle of it.

Tow? That was an attempted carnapping and kidnapping. Using a tow truck does not make it legal. The company may even say it was not their driver that did it. But being in SF, nothing will happen about this. It is not their concern.

One has to wonder what the tow truck driver intended to accomplish. Was this road rage? Did something precede this action? How did he expect to dispose of the people *inside* the vehicle, whom are under no obligation to exit the vehicle. What was his end-game plan. So many questions.

First of all transferring property of a company that has been sued is illegal, all assets are frozen including the titles to their vehicles until the lawsuit is either dismissed or settled.
@@Subgunman that may be true if they have already gone to court and they try to sell after the fact but there isn't anything you can do if they have already sold the company before any charges have been brought and so on. I know that they sometimes have certain laws that if there is a certain time. That things were transferred, you can try and put judgments against those actions however, regardless, the actions have already been done so the money is already been gone so I don't know how you're going to get anything if they have already sold the business. People that know that they're going to be stuck in court would have already sold the business so at that point after that, you might not get very far.
Many (not all, of course) tow truck drivers are human garbage. This appears to be one of them. It is illegal and unsafe to tow a vehicle with a passenger in it. The fact that the tow truck was easily identified shows that there is something seriously wrong with the driver.

It's now been almost two weeks and the only stories about this on the internet are at least a week old. Appears that nothing happened to the towing company. Just the usual "There were no injuries reported and a report has been taken." The city attorney's office also said that two towing companies have similar names and they really aren't sure which company was involved in this incident. Some "investigation." What a clown show.

I used to work for a Tow truck company in Michigan.
The first rule someone is in the car you don't tow it.

That is BEYOND ILLEGAL. not only will they be able to pay for their car now, but that tow truck driver, should be in a cell right now.
It is a cheap car and she said clearly that it was paid off in full and registered with insurance.
Even if the vehicle owner was late on payments, this is still illegal. You can't just hook up in the middle of the road with occupants inside for a repo.
The towing company especially the drive should be arrested and charged with attempted kidnapping and reckless endangerment.
At the very least the company's license should be pulled *IIMMEDIATELY.* All of their vehicles should be located and disabled in place until the investigation is complete.

The tow truck probably thought the car was less than $999 and would be able to just loot it.
That has got to be the stupidest possible way to steal a car. City street, broad daylight, many witnesses, cameras, no way to escape if anyone decides to turn vigilante, and the plan involves kidnapping the car's driver and any passengers. It's so bad that the would-be thief has a decent chance of brazening it out by saying "of course I wasn't doing anything so stupid, it was just an unfortunate series of control glitches".

Bandit towing companies are alive and well in L.A. too. A tow truck driver (there were actually two people in the truck) wanted to tow me from a private lot while I was inside of it. I said you can't and you can't ask me for $75 to not tow me away. After some arguing he finally gave up. If he did tow me while I was in the drivers' seat, I would have called 911 saying I'm being kidnapped, which is exactly what this is. With this driver who is on a public street, what gives him the authority to enforce San Francisco laws like that? He should be jailed and the company sued out of business.

These towing company are some of the biggest criminals in the Bay area. Trying to illegally stealing cars and then charging victims to get it back.
There was a day in journalism when reporters would find a business, go to the door, and ask the business owner what was happening. Now they just wait for a phone call that will never happen.

😂 I remember those days. If the person wasn't at the business, they would find their home address to confront them while they were walking their dog.

I used to be a tow truck driver, and this perplexes me. It also angers me. As a tow truck driver a lot of people automatically hate you. Never bothered me because I knew all my tows were legitimate. Either property owner, vehicle owner, or police authorized the tow. This reinforces hate for tow truck drivers when most 99% of the time your car is towed without the vehicle owner asking, they either parked on private property and was authorized by land owner to remove vehicle(your fault) or by the police(again your fault).
Why hasn't this video been shared with the police, and have them do something about it? The car owner shouldn't even need to file a police report, the video speaks for itself.

Have you ever seen “The Big Lebowski”? The scene when the Dude goes to pick up his stolen car that was recovered and asks the officer if they have any leads is what I am thinking of. “Leads???
