If you’re still having issues and keep seeing that “app clips” thing, try restarting your phone. It worked for me so hope it does for you too!

Real solution: Turn off your phone completely, then turn it on again. This lets any updates to finish installing. The first thing you should see when you turn your iphone back on is a prompt to allow access to the camera.
