Turlock, California - On Sunday, May 5, 2024, at 3:51 p.m., deputies were dispatched to the 3100 block of N Quincy Road in unincorporated Turlock on the report of a suspicious person. Initial dispatch information said a male adult, later identified as 44-year-old Kevin Frey, had been trespassing and was armed with a weapon. Upon the Sheriff’s Office arrival, which included a K-9 officer with the Turlock Police Department to provide back-up, they located Frey. Deputies made several attempts to establish a dialogue, brought in multiple less-than-lethal options, and tried to de-escalate Frey into complying with their instructions. While speaking with the armed suspect, he refused to drop the weapon and charged at deputies. This caused a deputy to use his firearm. Frey was treated and transported to a local hospital where he was pronounced deceased.

@carsonapplebaum2266 not the guy you asked but I can say some things from personal opinion as a bi polar who's had manic episodes and has a sister with the same condition.
It's important to be patient and try to be understanding. While this isn't your reality, it is theirs. You might have some responsibility maintaining order within that reality but you aren't a professional so it's not something you should expect yourself to be able to do because even the pros struggle in this field because of how varied and broad symptoms and treatments can be, now add personalities into the mix! Mental illness is a hellscape to deal with so don't discourage yourself.
The most important thing you can do is be supportive and present (as long as it's safe). Get them treatment if you can, finding the right medications can be tricky, especially from what I hear with Skitzophrenia but again, it's all about having supportive people who encourage you to stay medicated, some people will think it's like a cold and it's gone so they can stop taking the medicine but that isn't how it works sadly, it's something we will be doing for the rest of our lives because it's a part of us, helping them understand that is very important and mental episodes can cause damage to the brain amoung many, many reasons to stay medicated and avoid drugs and alcohol.
Finally when they are in a more stable place it's important to help them find hobbies, the more fulfilled you feel in life combined with medication should help get his life on track. The more practical/useful the hobby the better, exercise of the body and mind are important for the mentally ill. While I understand not everyone wants to be a carpenter or whatever, something that also gives you a job skill is ideal but at the very least active. People with mental illnesses tend to be lazy and burnt out at all times but with fulfillment in life that changes quite a bit but there will still be low and bad days, so it's also important to have them understand that not everyday will be good mental health wise and they should find strategies to help them stay calm and collected.
Hopefully this helps, it's subjective, I'm not pro and it's based in my experience and research, I'm no professional but I can't see your comment and not say something, I truly hope it helps, good luck

What I’ve noticed about this Deputy: He tried using the magic P word Please, he holds his gun like a gangster, is patient, is professional, and offered the crazed man plenty of chances to surrender while offering a bottle of water in the dry hot place of the California Central Valley. I like that.

Just fyi, the natural position for a person holding a gun is akin to the "gangster" hold. If you've ever held a gun at aim, you can feel the natural pull for your hand to lean somewhat sideways, the weight of the barrel matters, too. Now, I'm not saying the full on sideways crap you see, anyone doing that is just proving they have no business with a firearm. Anyway, just a fun fact😀

And, many people have someone who is mentally ill in their family as well; this man was someone's son, their uncle, their brother, their friend, etc...

That is such a tricky topic and I do not think people have given (or perhaps are incapable of giving) it enough thought.
Taking away someone's freedom due to mental problems is a very dangerous situation for freedom loving people. It isn't even conjecture. Back when having someone committed was much easier it was abused quite a bit. E.g. Christine Collins, whose story was made into a very good film Directed by Clint Eastwood called "Changeling".
Taking away people's freedom without any standard due process is a very risky endeavor that is likely to backfire.
This is an example of professional cops. Deescalation, followed by warnings and only one officer fired once. Unfortunately some people you can't help them.
Deescalation doesn't end with someone charging with a knife...

No, de-escalation would be determining he wasn't hurting anyone and since he had left the property that he was trespassing on that he could be left alone. Not calling 5 more cops to block the road and bring in bigger weapons.

Once the subject is a patient, you treat his wounds accordingly. Keep in mind, THEY put themselves in that situation. Law enforcement does not want to take lethal action.

Should we just let them be out and about in society? When they hurt themselves or someone else, what do you think the solution should be? I have a daughter with severe borderline personality disorder (with cluster b overlaps). She inherited it from her bio dad. She is violent, aggressive and non compliant with treatment. She’s had SI and homicidal ideation, and a whole host of other disturbing and disruptive behaviors. We had no other choice but to put her in a long term RTC, for her safety and the safety of everyone around her. Every where she goes she has the same problems with every person in her life (family, extended family, friends, school, teachers, therapists, etc). What do you do with someone who says “FU you can’t make me do xyz” (anything from do your homework to go to your room and calm down when she’s splitting). Someone who physically attacks you etc. When you have to live like a prisoner in your own home and bolt windows and doors shut so she doesn’t sneak out and do god knows what at night. Hide all sharp objects in the house or anything that could be used as a weapon because she takes delight in you being terrified that she might kill you in your sleep? When you have other kids in the home to protect. We desperately need more mental health and long term mental health resources in this country. Anything big government has a hand in, is going to have a huge risk of abuse and oversight. But just not doing something is definitely not the answer.

I live 1/2 mile from this. I don’t even recall this happening. But that deputy did everything not to shoot him. I feel the worst for the dog. It’s prolly gonna be put down.

First time I've seen an officer in a precarious position actually take off their body camera and set it up so that it actually captures what they see. Usually it's just shoved into the dirt, or the side of a car while they set up a shot (obvs I'm talking about situations where there is time to do so).

I always feel the most sorry for the pups. They have no control over who their owner is.
This is just tragic this man had real mental problems that should have been treated way before he got to this stage where he wanted the police to shoot him but this police officer had no other choice.

The issue these days is that you basically got to be rich to go to one as a lot of them are private. Hospitals or at least some of them used to have mental health areas but got rid of them. The state run ones or the ones through major healthcare networks are overcrowded and only take the most extreme cases.
