I wanted to build the same thing but with an 8"instead of 10". Can I still use the same dimension box and port?
You could, but chances are it will be too boomy and your sub will unload quickly, which might damage your driver. My advice is go with a smaller enclosure for an 8inch Sub

What is benefits of down firing subwoofer
voice coil is not stressed. less prone to misalignment in high excursion. Also it will sound louder when placed at the corner of a room. Down firing sub is very efficient. 🙂🙂

Port length will depend on your tuning frequency. Go to Precision Port website to calculate that
