      I think you may have missed the most relevant laws on this video. The Maritime salvage law is applicable to "all navigable waterways, natural or man made". Since the gentleman is absolutely salvaging items from a navigable waterway, would he not be entitled to keep those items? Just as the folks that salvaged items from the Titanic?

      She was annoying and condescending, but she was following the law and she didnt make the law.
      Unlike so many of the cops in these videos at least she knew what the laws were. I'll take her over some ego trip asshole that doesnt even know what laws are.

      @@eltorocal to an extent, Stephen is right. It’s important to follow the law, and rather than fight people, fight laws. That diplomatic action is what keeps people safe. However, sometimes it can be understood with a unreasonable law for an officer to turn a blind eye.

      Exactly. Officers often focus way too much on the technicality of the law, instead of the spirit of the law. Even if the officers didn’t do anything illegal, these aren’t the people that should be law enforcement…. No professional discretion whatsoever

I mean it could be said she was just notifying him of the risks of removing potentially historical stuff from the river, but she was very condescending, agressive, and essentially discouraging him from doing the good public service of removing trash and dangerous objects from the river.

      Of course you use the word harass. They police were proactive to help the diver from getting in trouble. If they waited until he broke the law then you’d complain that they could have let him know. You’re obviously anti cop, use common sense.

      @@Zooks75 Firstly, I am not anti-cop in the slightest. In fact, I spent years as a police explorer, but life took me (and my career) in a different trajectory. That statement speaks louder about your biases than anything I said speaks to mine.
      Secondly, if she was only advising him of the law, then that conversation should have been done in one minute, but instead, she detained him, ID'd him, and then lectured him for ten minutes about exactly where her jurisdiction is and the relevant laws. If she believed that he had removed or damaged any historical items, then she should have investigated that.

      Someone found very old gold coins buried on a remote location, he "being a good citizen" took it to the authorities happily expecting they will thank him and maybe give him a medal or something if not a monetary prize, Instead he was accused of not turning over everything he found and was jailed and lengthily interrogated and had his home searched and most of his families and friends.

    "How are we supposed to know this" is a very bad question for an officer to ask. The burden of proof is on the accuser.

      This is inaccurate. The park has a policy against removing things from the park because it might accidentally disturb objects of historical value. They were granting him extra ability to remove things that were trash, against this policy. They were more lenient than their policies stated, because they eventually recognized the value of cleaning out more than 70 guns. For the same reason, citizens unauthorized to conduct archaelogical digs could be disallowed from doing so, even if the Government or related people with authority weren't currently excavating that dig.

      I just had this exact conversation with my wife... She has nothing better to do with her day than to harass a guy removing illegally dumped guns from a federally controlled section of river, nut she magically has no idea how over 70 guns happened in her section of river. All I am saying is that it seems rather suspect that she is going in this hard on a guy for doing the right thing while not breaking any laws.

    I love how she refers to park land as "our(s)". The government makes none of it's own money and gets everything it needs from the people. I get she's enforcing the laws, but it is fascinating how quickly things purchased and maintained by the government, on behalf of the people, do more to limit the people than to serve them.

      It is evident she was taking the identity of a native american, over that of a warden, or of an american citizen on US soil. I can easily sympathize with the perspective of witnessing a diver disturbing areas rife with native american artifacts that perhaps are being disturbed by the diver who retrieves them. On protected lands it is valid to demand that divers not disturb artifacts, so it is easy to empathize with a native person feeling that artifacts should not be disturbed just because its a few feet past the border. While not legally valid, laws almost never preserve native artifacts and it takes a tremendous effort to get an area to be recognized as a potential source of artifacts, so I understand how she felt. Sure she definitely wasn't allowed to demand someone not disturb native artifacts, but any native american would have the same concerns.
      The young man expresses concern over objects staying underwater for 20 years but artifacts have already been there for hundreds and have 1,000x the informational value when excavated by a scientific professional that they have when dug up by a 'treasure hunter'

      @@Imozart0341I I think the less stressful the job, the more nitpicky the cops tend to be, ironically. Park ranger seems to be the least stressful of all the cop jobs, unless they work on California and having to deal with regular forest fires, but even then, all they have to do at most is call the fire department to have them take care of it.

      I got pulled over for going the speed limit once at about midnight on I-40 back in 99. I was told he pulled me over because a lot of drug smugglers drive this highway and only go the speed limit so he pulled me over to search my car because I could be carrying drugs. I declined the search so he said he was calling in a K9 but ended up not doing it and let me go on my way about 5 minutes later. I have also been pulled over and ticketed for going 1 mph over the speed limit before too

      People think "But if I refuse it'll look suspicious!" Okay? And? "Looking suspicious" isn't a crime. If the dude wants to open your trunk, he's already *suspicious*, so refusing isn't going to make things worse, and letting him search for reasons to arrest you absolutely can.

    Her accusing him of “potentially” removing an object of historical significance can literally be accused of anyone. She’s so dumb, at that point she has to prove that.

    This is generally known as a pun, and while the audience may be divided on whether puns should be allowed or not, it is reasonable to assume that a comments section would rule this pun not only hilarious but also warranted given the situation.

      She's already tried to accuse him. Claiming to have "seen him remove stuff from the park" which I seriously doubt because she would have already had him arrested if she had.
      And if they were really that concerned about "historically valued relics" the park/river wouldn't be open to anybody.
      A farming field could have "historically valued objects/relics" in them. A 100 yrs from now that plastic bottle could have "historical value" lol.
      If she really said that to me i would have called her "B.S." would tell her to prove i "took stuff"
      All she knows is what she saw on videos. OMG HE TOOK TRASH OUT OF THE RIVER, HE FOUND GUNS IN THE RIVER & called local authorities to hand them over for their investigations.

      @@oohwhathappened I think what happened was that she had seen his channel before and it being called depths of history she might have seen them remove/move items that MIGHT have historical significance. She had a poor understanding of the law because for the most part those laws are there to prevent people from taking advantage of federal law like removing fruit etc. to sell later. The law doesn't state you cant FIND historical items, it just says you shouldn't disrupt them or remove them from the park. I'm sure if they found some old Native American artifact a professional would be called there and it would be on display etc, not thrown back in the river like she was making it seem.

    Another problem with her B+ grade is that, according to him, she lied when she said she had seen videos of him taking stuff away from the river. Secondly, her words may have been 'Federal property', but her attitude screamed "MY river. MY river, MY river, NOT yours".

      She refers to things she has seen in his videos, we don't know what all he has posted that she may be referring to, and his excess discussion about turning in historical objects to museums, seems to indicate that he may have possibly removed more than just trash and guns...however, if she saw a video of him removing historical items, then she should have taken legal action as a law enforcement officer, which didn't happen, so all we can really say is that there is probably more to the story on both sides.

    The off camera friend deserves an A+ for actually asking clarifying questions and hypotheticals that answered and explained what both the ranger and Mr Lockwood were trying to convey.
    So many of these videos could have been resolved peacefully and quickly if more people asked clarifying questions and used hypotheticals to point out inconsistencies and contradictions in officer orders or commands.

    This reminds me of a video by another diver that was also cleaning a river and he found explosives. The bomb squad was called. The park and some streets surrounding it was closed until the explosives were removed. He goes back a couple of weeks later, and finds more explosives. The bomb squad was called again, and park was closed. Some times passes and the guy goes for a third time and find more explosives, and the devices he finds were substantially more dangerous than the previous devices (after his previous encounters with the bomb squad, he was given a brief explanation on how to recognize how risky a device is). The bomb squad was called a third time, the members of the bomb squad were ok with the call and acted like professionals, but the police officers securing the area, were pissed and started harassing the diver. Also, some of the neighbors were annoyed and the shop next to the parking lot where the bombs were collected, was threating to put a restraining order on the diver because they prefer to have armed explosive devices in their backyard than to lose a couple of hours worth of sales.

      Her main point, which she didn’t articulate well, was that he could have unknowingly removed artifacts. So what may have seemed to be trash on face value, could potentially be historical. And he wouldn’t know, in some cases, whether it was actually trash or not. In your analogy, if you looked up from your speedometer and went down a hill at the same time, you could have unintentionally gone over the speed limit. You would be very reasonable to assert that you DIDNT go over the speed limit, because to your knowledge, you hadn’t. But everybody makes mistakes, and she was just explaining to him the potential harm in assuming things are trash.

      You do understand at National parks it's illegal to remove anything from the parks that you did not bring yourself or buy at a gift shop if there is one. There are exceptions some places make like allowing berry picking but other than that you are not allowed to remove anything at all. The main issue is the common sense through. its letter of the law vs. spirit of the law and Rangers should use some kind of common sense

      We were cleaning up a lakeshore in the Okanagan valley years ago and an officer came up and hassled us because we had stopped for lunch and had a beer. The haha was that we were actually on private land having our break right next to the parkland beach, and when the officer tried to exert his authority we refused to step back over onto the public property and made him carry away a whole truckload of full trash bags because of his threats of duress. The officer had to later issue an apology, as did the deputy minister who had approved our charitable clubs cleaning of said beach.

It's a problem that only comes from laziness, gluttony and a lack of self-control so it should definitely be seen as "shameful" as they completely disregard their own wellbeing.
