I kinda miss these more "wacky" level designs in Sonic games. The ones that really made you go "WHOA, that's cool!" Instead of the more down to earth "realistic" levels. We get it, Sonic goes through loops. But this level did something none of the other games did. You went through one of the loops, then flipped the castle and you go on that same loop only on a rail and upside down. Small detail but it really makes you kinda chuckle and say "that was pretty cool"
Heroes really had some amazing graphic design. The game looks beautiful (aside from the characters looking like they all jumped into a tub of Vaseline and playing like it too), and like you said the enviroments are really creative. Meanwhile Forces has generic green hills (with maybe one loop in the stage), generic military base/chemical plant. The only stages they tried something interesting with is Luminous Forest and the Metropolis stages. Meanwhile in Heroes you're traveling through haunted castles and entire armandas doing upsidedown loops and destroying entire battleships.
This stage has got some of the coolest level design in the game! Moments like 5:37, 1:23, 2:12, 5:05 and 2:42 are incredible. I'm a sucker for the music too. :D

i always wondered to myself did eggman built this place? or was it already there and eggman discovered it and set up one of his bases there putting his own imaginary there over already existing architecture that shares similarities to one's found in pumpkin hill by what ever race lived there?

Aaron Wood eggman went and retrieved/saved shadow from space after the end of sa2 and cloned him a bunch.
