However in response media reported that a bankruptcy by the council would lead to many council staff having the future of their jobs placed at risk of redundancy and so much infighting took place. The Labour party retreated and borrowed money to try and keep everyone happy. It has never recovered this fighting spirit really and have to work with what the Tories give them as a result.

It's a personal choice. Alcohol and\or drugs over a home. Many charities provide a bed for the night, the only rule is no drink or drugs. Let's be honest, most are choosing to use any monies on drugs and drink.
