Grandpa taught us kids this. Made a little bait into a lot, and always caught fish. Except we used fluffed catails instead of cotton. Might not bring in monsters. But, it does work.
This was and is a great idea... I tried it , and it works. The worm scent is essential also. I bought a small processor from the resale store for this use only and disposable gloves. It stays on the hook very well. Be sure to use a "circle" hook.
I like the idea with the cotton balls but I prefer to make the liquid liver, minnows, crayfish,and insects then put it outside for about a month and then use a sponge to absorb the bait. It works really well I caught a lot of catfish that were at least 2 ft long.

or you could use the chicken liver during the day so the bluegill won't steal it and the nightcrawlers at night and you have perfectly good and arguably the best baits. I prefer catching red wrigglers, grasshoppers, grubworms around my yard and catching bluegill to cut into my favorite bait or use live.
