I live in a hot zone (Low country SC), so it is very important for me to learn to grow tall herbs that like full son and say parsley, mint etc under say a basil bush or something.

Add a few small stones in bottom of terra cotta pots But Don't cover the hole.
In such confined spaces as pots, water doesn't move very well from fine material like soil to corse material like gravel. Adding stones to pots only limits the amount of soil and doesn't aid in drainage. It's better to have soil right up against drainage holes. You might see lots of water pouring out the bottom of stone lined pots, but that's only because the soil is hyper saturated. It will have a difficult time draining with stones in the way.
