  • Mass protests continue as Georgia's parliament has voted through a divisive "foreign agent" law.
    Critics say the bill - which they call the "Russia law" - could be used to threaten civil liberties.
    However, the bill now faces a likely veto by Georgia's president, which the parliament in Tbilisi can override by holding an additional vote.

      Transparency is not the issue here. There are two main issues with this law: attaching label of “foreign influence” to organisations that contribute to development of civil society in Georgia and giving power to ministry of Justice to investigate any organisation and get hold of its members’ personal information on the basis of anonymous tips. Basically, it’s not just Russian law but a Bolshevik law essentially.

    America has this same law, practically all democracies have a similar law. Its meant to prevent foreign interference in politics. The fact that the"West" is protesting this law, all of them having similar laws, should tell you everything your need to know about these "protests"

It is a normal law, many countries have it but Russia of course has this law because the amount of foreign organisation trying to intervene in politics was much higher than Russian funded ngos in US or UK. .

    How is the law any different from most other countries laws?
    The bill, which passed with 84 members of parliament out of 150 voting in favour, requires non-governmental organisations (NGOs) and media outlets with more than 20 percent of their funding coming from outside Georgia to register as bodies “pursuing the interests of a foreign power”.
    The new law is similar to transparency legislations in Western countries - such as the Foreign Agents Registration Act in the United States and similar directives planned in France and other European Union countries.
    Vietnam and Thailand have also passed similar laws banning N.G.O' s interfering in their society. African countries have done the same.
    The U.S , Australia and U.K for example fund the N.E.D and ASPI as well as other N.G.O 's to create unrest in other countries.

    NATO-funded and government-funded NGOs are working with government bodies to interfere in German elections. Their “influence operation” aims to keep Germany in line with American foreign policy objectives and undermine the European peace movement.
    Georgian's leader is also French Zourabichvili was born in Paris, France into a family of Georgian political refugees. She joined the French diplomatic service in the 1970s and over three decades went on to occupy a variety of increasingly senior diplomatic positions. From 2003 to 2004, she served as the Ambassador of France to Georgia. In 2004, by mutual agreement between the presidents of France and Georgia, she accepted Georgian nationality
    21.3% of Georgia’s population is under the absolute poverty line, shows the latest data of 2020 poverty indicators published by the National Statistics Office of Georgia (Geostat).
    It was, and maybe still is, one of the most corrupt countries in Europe.

      This bill strips “foreign agents” of rights and is used as a vehicle to consolidate russian power in russia. It is to enact smear campaigns and take away rights, undermining rule of law in favour of authoritarian rule (of what the autocrat says).
      It would irreversably cut georgia off with ties to all countries the government wants to cut off.

    The first law about "foreign influencers" was adopted in our country ...... the United States of America. All organizations receiving money from abroad (>20%) should report to our American Authorities. All other sovereign Democracies in the World (Russia, China, India, etc.) used our blueprints.

      The same way they freed Ukraine. Over 1 million dead or wounded soldiers, half the population left the country and most will never return. An economy that will never recover, a debt to the US that can never be repaid, so anything worth taking in what is left in Ukraine will belong to the US.     Foreign Agents Registration Act, FARA) - закон США, принятый в 1938 году, требующий, чтобы иностранные агенты в США, представляющие интересы иностранных держав в «политическом или квазиполитическом качестве», раскрывали свои отношения с иностранным правительством и информацию о соответствующей деятельности и финансах. Америка приняла этот закон ещё в 1938 году так почему Грузия не может сделать тоже самое почти 100 лет?!!! Революция в России 1917 и путч 1991 это всё прямое влияние иностранных разведок.     By calling it a ' Russan law' or ' Putin's law' is obviously propaganda because there is no mention of the American Patriot act of 2001 which also wants to know the source of NGO's funds.

    Allow the protests to continue. But preventing another color revolution that will create civil war and destroy the country as Ukraine has, is a wise move. It's important to reveal and expose those who are attempting to overthrow the government illegally in Georgia. Georgians are entitled to know what outsiders such as Russia, the US, and others are doing. That's why the US not only has a similar law, but the much tougher Patriot Act. Foreign agents should not be able to hide behind charities.

According to this law anyone can write down anonymous letter about suspicion that someone may be foreign agent and just submit it without any access procedure and government has rights to access any type of personal information about the suspected person or organisation

    I will clarify, anyone means not only organisations but regular people who consume any type of western media, will it be books, movies, videos or news, consider most student fundings. stating any opposing opinion could also be considered being foreign agent because of influence. At any point it doesn't matter whether you are actually an organisation or just a citizen, whether you get support from any western country (and mind you Georgia heavily relies on western support, b/c government doesn't want to spend extra money for even cultural restorations :) so yea ), under just suspicion any citizen can be identified as single funded nonprofit organisation that didn't register itself :) there goes opposition what are we taking about then?

    About anonymous letters, the process of labelling someone agent is entirely different from US. To my understanding in US government must first prove you are an agent and only after that it's possible to label someone as agent. According to "Russian law" the moment there is a suspicion you are an agent, you get labelled one and government doesn't not have any responsibility of defending you, you have to fend for yourself (majority can't afford living let alone hiring a lawyer)
    to add to that, if you are under suspicion legally you can't go on with your regular life for at least 6 months. It's silencing out voices and nothing else, the law isn't even legalized yet and people are being brutally beaten and silenced already. Many in hospitals with serious injuries, police are capturing people and then ganging up to beat them when it's not necessary!! They already removed the person from the protesting scene why beat them?! Why send gangs to our houses and beat us for opposing opinion?! yet our government lies in our faces that police do what they have to and beating people up in pulp doesn't go against anything, if you are interested about the scale school aged kids are being arrested just for standing and protesting, no one's safe. Therefore, it's either the EU or Russia, and we prefer the EU in hopes of at least being able to ask for basic human rights! For being able to protect ourselves!

      Exactly but this law includes them as well. This law includes disabled people’s funds, banks with budget from abroad investors, media outlets and it doesn’t even talk about transparancy. It just helps government oppress those organizations by taking all the records and archives from them just because. This law says that anonymous letters can be sent to justice ministry about organizations. This way any government policeman can send a letter and then take all the records from any organization. This is basic dictatorship.

    Any funding from Russia is also exposed by this law so how is it good for Russia. Unless the only foreign funding are from the US, UK and Europe. Those who receive the foreign funding obviously are not happy and would fight against the law as it is their livelihood at stack.

      The law is controlled by the lawmakers, so it's really simple to just see no evil from certain countries of influence, while scrutinizing others. it's not that the law itself is a horrible concept, it's a good way to avoid foreign companies using shell companies here to launder money as an example. but the issue becomes that the people who are in control can't be trusted to use that concept responsibly.

    Its so obvious what is going on here. Local businessmen from the ruling party some of whom are backed by Russia have pushed for this law to be implemented.
    The idea is that transparency NGOs or NGOs which represent rights of discriminated groups (including workers) could be marginalised in mainstream Georgian society. It also means that the money coming in from funding will reduced and make people more reliant on the corrupt local businessmen.
    It may be that some NGOs are not ideal and there is scope for corruption but the are still an overall positive on society and trying to marginalise them will only encourage more corruption and give more power to oligarchs and government.

    US had this law for decades. It make sense to know if some of these organisations are funded by EU or US.
