I tried this a long time ago, about 30+ years. The rubber band cuts into your skin and numbs your ankles. Pretty soon your skin starts to feel like it's itching, but it's actually hurting. No matter how long you scratch your ankles that itchiness won't go away until you remove the rubber bands and elevate your legs. Do not try this on children, they don't know any better and could be seriously injured!! Best way to shorten pants legs is iron in hem tape, or fold up the bottom. Or use a needle and dark colored thread to sew the hem line. Better to be safe than sorry later on.
Once upon a time every household had a basic sewing machine and mothers taught daughters basic alterations. In this case, the stitched hem would be cut off, leaving a seam allowance for reattachment. Sew the hem back on just above the top stitching. It's nearly invisible and you're not cutting off circulation.
I have full-on sewing setup and hemming jeans is like a breeze for me but I do this instead because I sell my jeans at consignment stores when I'm done with them 😊

I’ve was doing this for years- it is NOT tight enough to cut off circulation- it’s doesn’t require using a band super tight- I actually stopped using the band because you can do the exact same fold without the rubber band and it holds and does exact same thing so if you are worried just don’t use the band- it really works!!
