COLORs was made by Studio WIT as a part of Toho's 10th year anniversary celebration, Toho is reffered to as the producer because they're the ones who paid the money but all of the creative desicions and actual creation happened at studio WIT (which is the same studio behind Attack on Titan S1-3 and Vinland Saga S1), you can find Studio WIT and other staff members credited in the descreption of the music video.
It's the same case for Your Name and Weathering with you, both were created by CoMix Wave Films, Toho just invested in the projects and published the films but they had nothing to do with their actual hands on creation and creative process

The plot of the music video is wild. Most of it is the dark haired girl looking at the pink haired girl. It seems common enough to see your crush somewhere out in public, but it happens so many times it implies stalking. Then also she is aware the boy and pink haired girl are the same, and she clearly likes that. There are also scenes implied to be just the imagination of the dark haired girl, including the dancing scene and the transformation scene itself (is the boy and girl really the same person or is the dark haired girl just imagining it???). Then suddenly the town is attacked, and she can only confess her love when everyone is dying around her. We never see the enemy, but I guess dark haired girl doesn't care, so... The tank fires a shell that turns into a butterfly, which seems like a metaphor, except that in the end they cannot be together because the war is not just a metaphor (except that one tank shell).

I understand this isn't that big of an issue, I'm sure many people don't care, but can we stop conflating crossdressing with transgenderism? Because the video doesn't explicitly show anything more profound than just a few scenes, we don't get any context into the character's motivation for cross-dressing, so I wouldn't go so far as to say that they're trans. It's also important to note that transgenerism and crossdressing aren't mutually exclusive terms either; there are plenty of transgender people who cross-dress and many non-transgendered people who cross-dress. So I think it's essential to keep the nuance here that cross-dressing doesn't inherently make you transgendered.
TL;DR: Not all trans people are cross-dressers; likewise, not all cross-dressers are trans-identifying, and participating in one activity doesn't inherently mean you identify with the other.
Update: After rewatching the video, I understand where people can get the idea of the main character being trans, but again, there is much connecting the dots and theory crafting. So, it would be better not to label a character as trans unless it's fully cited. Things like insinuating and assumptions only lead to people making up their own headcannons and then fighting when someone offers a different opinion, especially when the video is as stylized and as interpretive as it is.

As previously mentioned, Yoneyamai-Sensei are the Character Design but also Animation Director for the MV and along with WIT Studio as well, it allows the character in the Music Video to be as beautiful as it is.

She is trans. The scenes in school are flashbacks, and years later the black hair girl recognizes that the guy she had a crush on in middle school and the pink haired girl is the same. There's a scene in the music video at 1:56 congratulating the boy for being drafted in the military, and that's the last time the black hair girl ever sees him before he transitioned. There is never a scene where the "boy" does any undercover work dressed up in disguise (as a boy).

I don't think the character is a trans woman. I assumed it was a cross dresser since playing with gender in that way is somewhat common in anime and manga. And there's nothing to really support the character being trans other than a change in appearance. Clothing doesn't make a person trans.
i think the interpretation comes from how the character is depressed when presenting as a boy (blatant gender dysphoria) and how she is liberated when presenting fem.

Just because someone changes their style of dressing does not mean they are trans. In fact nobody knows if the character is actually a man or a woman.
EDIT: Yes you can assume the character be whatever you want. I was specifically pointing out LIMC saying the character is trans, despite usually being neutral in his explanations.
