I know this comment is from a while ago, but I just wanted to drop an explanation: Basically, you're not pushing off from your arms when you dive. You want your body off the block as fast as possible with a powerful push from your legs. Bringing your arms up and over like that helps with getting you off the block quickly. It also helps with getting you really high in the air so you're not diving straight down, and it also encourages good form, in that it gets your entire body aligned quickly. They've begun teaching it to kids over the last few years and it's slowly taking off now!
