First of all, you dont need to invest USD 700k, but.. It is true a PMA (foreigner owned business) not allowed to open a small businesses.. Is protected for Local.. For example for Restaurant, must have 50 seats minimum.. Otherwise it will consider as small restaurant and only for local

- domestic terminal (e.g. flight fr jakarta, etc.)
- international terminal (direct from outside indonesia)
