Think you have to do the main quest Opportunity Knocking that takes you to the Rose Room, Then it gives you a quest called All the World's a Stage .. pretty sure the quest becomes available after completing these..
you might have already read the note at the White Spring. Could you check your side quests for Custodial Compulsions? I just took my newest character to the White Spring, and it was posted.

I guess double crossing Sam was the canon ending because I tossed a grenade, the vic lived, but Sam turned hostile.
Yeah, the first time I did it I was using the cremator, and Sam turned hostel and I accidentally killed them both.
