Think you have to do the main quest Opportunity Knocking that takes you to the Rose Room, Then it gives you a quest called All the World's a Stage .. pretty sure the quest becomes available after completing these..

Confirmed it works, the notice just showed up on the board after completing All the worlds a stage quest <3

The camp items that require a wired connection, like the weather stations, resource collectors, large billboard-type lights, radiation showers, etc. still need wires to function. I don't know why the Devs did it that way, seems kind of weird. I will add a link to a video that explains it a little better in the description of this Video in case you want to check it out.
