As far as you power cuts are concerned, I am sorry where do you live, but I have lived in both Bihar and Gujarat, in Gujarat it's absolutely zero power cuts and in Bihar it is 22 hours of electricity daily. Paani ka problem few states chorke kahi nahi h.
Also it's not that one thing happens at the cost of other. Both airports and electrification is happening simultaneously and at perfect pace. Understand that
