I would imagine that off-roading wouldn't be the best application for an e-bike. It seems like it would take away the "smell the roses" aspect of the trail. In town, however, is where these beauties will shine. Up hilly streets and in and out of traffic is more the environment you want for an e-bike. Or so it seems to me.
With regular ’city’ eBikes, you are exactly right. Mountain eBikes, however, are designed specifically for trail and downhill usage. They can transfer a ’boring’ flat trail into something fun and speedy. You can also attempt really technical climbs which wouldnt be possible on a normal MTB bike. Lots to like about eBikes!
