The voices in “The View Between Villages” are 2 folks from his hometown. The old woman is older than 100 and the man owns the general store in town. Or at least that’s what I read somewhere.

You can infer from them not picking up when Noah is calling from the literal police station that this is due to his own actions driving them away.
I know that feeling you are mentioning with You're Gonna Go Far. I keep applying to jobs to get out of my town (nature of academic jobs also), but I do have those attachments to home with family and that is what would keep me here. But, I need to move places for work and to expand my horizons.
Girl you need to listen to Dial Drunk (feat Post Malone) (not necessarily on vid, but by yourself. That version is SO good!). Also, to comment, I don't think he was drunk driving (as I don't think he'd write about that after talking about the alcohol induced fatal crash in Orange Juice), but was arrested while drunk (we don't know what for) and when asked who his emergency contact is, they call her and she hangs up on him. I love this imagery and I love the desperation that is so prevalent in this song -- it's purposefully dramatic. In the Post feature, he sings about when he's put in the cop car, saying "Told him [the cop] my first car was a Crown Vic [an old slang for a cop vehicle], Talkin' bout the last time I was in the back of a cop car, I fell in love. And my face on the cold window, try to sober back up and loosen my cuffs." The goofy-ness and down bad, desperate energy in this song feeds my soul.

I had always assumed he got in a bar fight, and that's while he got arrested ("I ain't proud of all the punches that I've thrown.")
