Shouldn't you adjust the reel to the bed knife before applying the back lapping paste to ensure it is being efficiently ground? If it's not cutting paper, wouldn't it have minimal contact with the bed knife, therefore reducing the efficiency of the back lapping paste as the reel is not in contact with the bed knife?
Except don't use WD 40. Use boiled Linseed oil. This will dry on the blade to leave a wax like coating minimising rust due to acidic grass. WD becomes hygroscopic and obviously rubs off in no time. Its fine for loosening nuts, bolts, cables etc but it's not a solution fir antirust.
