The issue with the broken one is that the LCD and the PCB are misaligned, which causes it to display the wrong pixels in the lower half of the display. These are connected by a rubber pad with conductive strips in it, if aligned correctly this connects the contact points in the LCD. This is seen in the TETRIS GAME startup too, the blurring between some pixels ingame is due to some of the strips connecting multiple pixels together. You can fix it by shifting the screen up or down a little, by experimenting and seeing what position fixes it. It can be the case that some cut of these parts is inaccurate, in which case the case (heh) might not accommodate the electrically correct position, so you'd have to modify it if that is the case. Either way, it is fixable, I've brought back one or two similarly built handhelds from similar display issues.
The chip-covered-in-a-blob is usually a cost saving measure, you buy just the pure silicon without the external plastic packaging and dispense a blob of epoxy on top. In high volume productions, especially highly cost sensitive ones, this is fairly common - so happy meal toys are a prime candidate for it. Open a calculator or TV remote and you're likely to see similar

I remember playing the many variations of these "Brick Games", super cheap handheld LCD game that is WAY common in the 90s and quite popular in the rest of Southeast Asia. Pretty much a very inexpensive answer to the original Gameboy. It wasn't until I saw one of my classmates playing an original black and white Gameboy and a Gameboy Color, blew my mind back in 2002.
Yep, my parents bought me one of the original ones back in 2000, likely because they couldn't trust me with a Game Boy Color. To be fair, I think it was because I used to quickly lose interest in media and toys back then, and I was often dropping things with my small kid hands (in turn less of a problem these days with my large adult hands). I also had little exposure to video games back then, and more exposure to animated TV and technology instead. That's not to mention my parents signing me up for KFC Chicky Club (KFC Singapore) in 2007 just so they could take all the sign-up bonuses and freebies for themselves (which I think included KFC vouchers)! One of those freebies was another one of those cheap 9999 game things like you mentioned, just in a different shell that was in a landscape form factor. I got so tired of those things because the '9999' thing counted all the settings and there were really like 8 or so 'games' with extremely low resolution graphics. (Edit: I think I know why KFC Singapore did away with the whole 'Chicky' thing in the late 2000s, it was probably because of all of the parents and caretakers signing their children up to Chicky Club just so they could take the sign-up bonuses and freebies for themselves, and probably also because less Chicky Meals were being ordered over time.)
only on the sidewalks of the Philippines you can buy what Mcdo brags about if in Mcdo it's four dollars the vendors on the sidewalk sell it for only $ .44 to $1
The first Chicken McNugget definitely seemed defective from the slant in the TETRIS title on the screen. I got one of these at a game convention called RetroGameCon a few weeks ago, and it plays like normal Tetris. I'd suspect a very small amount of these may not work properly out of the gate. It's a fun novelty that I bought after realizing it was an officially licensed Tetris product. Only other McDonald's LCD games I own are the ones made for Sonic the Hedgehog back in the early 2000s.
