When he says "this song will never be on the radio" I dont think hes literally talking about the radio - I think he means the song/message won't be widely understood by everyone
One of my favourite lyrics right here: "Tomorrow I'll switch the beat to avoid yesterdays dance". It's hopeful to me, it doesn't matter if today is a bad day. I can make a change, tomorrow is a whole new day, I can start over.
The hot, cold thing also connects to song the judge in which he says 'I know my soul's freezing, hell's hot for good reason' and I've always thaught it's kinda smooth how you can find little themes or verses that connect songs on one album or even their newer work with older songs.
If I had a band like ToP when I was teenager or and actually during my 20's, I would have had something and first most someone that got it. That Tyler can get his own personal thoughts out there and in the same time connect with so many is amazing. I'm certainly not young anymore but still connect so much,its ridiculous, and yet I know it's just as it should be.

'the world around us is burning but we're so cold' to me means that things are going downhill, many people suffer from depression and anxiety and lots of other mental issues. There's bullying and hatred and racism, but most people look away and don't adress it, i.e being cold. But the clique and his music and just top are the few the proud the emotional

I've always thought of the words "fairly local" the same as you have here; tyler's saying he has been there before and he sympathizes. I think the cold is to represent the line that "we're so cold". The lines of FPE (the world around us is burning, but we're so cold) I have interpreted as meaning that others seem to be going on with their regular lives, but those struggling with their emotions are inward faced, seemingly cold to others, in dealing with what is going on inside them. The black band I've always seen as a remembrance of someone who has died and at the end of the video it's like he has fought and won the battle against Blurry for the moment, hence why he is in white and not in red eyes. I always see this song as a battle against yourself -- trying not to do the thing you shouldn't do and succeeding in doing the thing you should.
