Same as anywhere else. Buy a scanner, and if you want larger receiving range then get a proper antenna. Its actually not allowed to do this in the UK, but it's not really enforced.
@stastosh I looked it up. The law is at least 100 years behind in regards to technology. It's to do with radio frequency interference. Obviously we have much better radios so that argument is flawed. That's like saying we can't stream, have flight radar ect.
