Doesn’t the turbine go at the bottom of a damn so it has all the force of the water above it.
Here, we use the suction force of the water from the drain pipe, not the push force
I went on quite an extensive research to undertand the answer given to this question and I think it's wrong.
You are correct, the turbine runner goes at the bottom, and that's where it's placed. It's just the generator that it's up top, with a long shaft connecting them.
The thing is that they are not making the water flow through the runner, but making it fall on top very aggressively, because of... gravity, thus harnessing the potential energy :)

with how many this guys builds, it worries me what happened to the other ones.
This guy totally underestimates (or ignores) the load of water on the dam. No engineering knowledge was applied to this. This will disintegrate within a few weeks or with the next heavy rain. No foundation below. Only fixed into clayish soil by about 10 cm. Not enough rebar. No concrete sidings. Not a good design for generating more than a trivial amount of power.

Anyone can look at the stream flowing from the spillway into the wall opposite and realize that erosion will be a serious problem very soon. Spillway should be directed downstream and the whole area should be concreted. I too thought the dam wall was a bit thin.
