They are a form of moxa, called cone moxa. Its a form of heat therapy from chinese medicine. Often see the large cigar sized ones used during acupuncture treatments to focus heat on an area, usually a pressure point or meridian. Even if you dont believe the stuff about increasing the flow of energy and Qi, it does help to warm the area, increase blood flow and reduce inflammation.
