Huh? "Start drama"? Arthur did not even start drama with anyone in the gang. The only trouble he started was against John leaving the gang once for his own selfish reason and the other obviously being Micah and Bill being stupid. Those are the three that he has issues with and would often bicker with them about but he didn't start shit with anyone else.
I love Tilly, but it was not smart of her to start insulting the short tempered lead on a job involving killing, especially when he is of below average intelligence and suffers from cripping inferiority issues. Let alone doing so in front of someone he undoubtedly respects, admires, and seeks the approval of. I always got the feeling that Bill was Bi, heavily leaning towards men and given those times that must've done hell on the man's mind. He doesn't want to be seen as weak or stupid, so he tries to intimidate others for respect and later as a way of showing it isn't personal he becomes very friendly and brotherly to the same people he talked shit to earlier, but he's terrified of being honest, of being ostracized by the only people that accepted him. Dutch's Boys are the ones most likely to be accepting if it came out that he preferred men over women romantically, yet even still his fear paralyzes him, so he likes others but isn't close to anyone. He trusts these people with his life, he'd kill and die for them; same as Arthur, Davy, Mac, Jenny, Sean, Lenny, Hosea, John, and Javier...but after being rejected by everyone in his life, he can't be honest about who he is so he plays an exagerrated version of himself then grows angry when others believe it or play along because it isn't getting what he feels he needs and wants.
