He needed to get this thoughts together in order to tell George he shouldn't have done what he did.
It's because earlier in the scene, Jerry tells Elaine that, if it wasn't for George's girlfriend, he would've killed Kramer. Kramer's the one who got him to donate money to a phony charity which resulted in him getting audited.

I've always loved how Miss Paper Mache takes some of the condiments from the table and puts them into her bag @1:17! One of them is the pepper shaker I think but the other one I have never been able to tell what it was. Poor Jerome and his Tax papers!

George is great and has some great, relatable pieces but personally I think Kramer takes the show from a funny sitcom to hilarious farce. His eccentricity takes it to the next level so he is therefore the best character.

She is humble and eccentric, he humbled herself even asked if she is one on the wrong for that male cow. She ain't toxic or sociopathic. It hurt her feelings on negatively focusing on insignificat things.
