Because if there is already a helicopter monitoring the vehicle, chance is, supervisors said not to approach the vehicle until it is safe to do so, (away from civilians.) Suspect was being tracked since the beginning.
They can watch him from a distance they do t need to follow close. Just let him didplay his actions and they will either arrest him at his house or he crashes in a 🌲.
