I made this in 2 days. But If you think how fast you can get you character move I would say like 45 min or even less. Polycam takes like 20 - 25 minutes to process the model and if it is ok you can directly go to Accurig and rig it very fast without the fingers. So it is really not that big of a job make your toy move.
when i use measure tool on the model it didn't give me the real measure that the model has how can i fix this ? I want exactly dimensions before printing the model

can this work scanning bigger objects, like PEOPLE?
Sure. If you are scannibg people they just need to be very still while you take the pictures around them. Movement can ruin the scanning.
What is that mount you had attached to your iPhone during the scanning process? May I get a link?
