Hey thank you for the clarification . I bought the x laser caliente recently but only use it for home use (hobby) and not for clubs, renting, or anything like that. I just do shows here in my home for friends and family. I shouldn't have to require one correct?
That would be what we call a gray area. It's better to have one than to not.
Correct. Personal usage, within your own home and family is entirely your personal responsibility and liability.
So, a variance is not required.
But, as soon as you involve others, then you are making yourself vulnerable to being sued for blinding someone.
Perhaps a signed release of responsibility doc, like those before boarding onto carnival thrill rides, would be advised.🙄
Either way, safety training and precautions are still important.
These are NOT toys for unsupervised children to be playing with. My 3 watt RGB projector burned through a screen with fire retardant and into my new 4K TV screen, within a couple of seconds, before I could get to the cutoff button.

I am looking to do some sort of laser box setup for a dancer to be positioned in the middle for a brief moment in a set of choreography. The stage would be dark during this segment so it would not need to cut through another light source (hopefully meaning I wouldn't need to apply for a variance). Would something like this be possible? If so, what lasers would be recommended for this kind of effect
Any laser over the basic Chauvet/ADJ/Blizzard branded lasers is going to require a variance. And of course, with the cheaper lasers the control isn't great - it's often difficult to get smooth transitions, etc. Don't be afraid of a variance, it's not that hard, something like the LaserCube might be up your alley. Or a rental laser. The variance process will also help you learn how to use the laser safely, in particular when firing it near performers.

Depends upon what "setup" means. Is it a one-off photo shoot, a public event or an ongoing permanent situation?
What is a "laser box"? If that's the shape of the scanned laser effect, then you're going to need multiple laser projectors & long, thin mirrors, as well as fog to illuminate the scanned beam and some strategically positioned flood lighting to illuminate the dancer.
I would recommend finding a local lighting company to advise and direct you to a laserist, who can help with your project and perhaps rent you the laser equipment you'll need.

What are the lasers you see scanning the crowd and dance floor?
How far away could i set the lasers so i can point them in the crowd and it doesnt harm their eyes or phone cameras ? Or this is just dangerous ? I'm asking for a buget 4 W laser from aliexpress.
4W is a very powerful laser and should never be pointed at people's eyes
