      The proteins in cold water dough form gluten when worked.
      (noodles, bread,....)
      Hot water denatures the proteins in flour. The resulting dough is very tender.
      (samosa ,pie crust,....)
      In cold water, the gluten chains are more able to "stretch out" ... Hot water makes the gluten molecules form more of a "ball" shape
