Completely on Sam's side here, as a man who has been in the military his entire life he understands the responsibilities he has and sees Superman, a vigilante basically that did Law Enforcement's job for them for decades and keeps criminals in line or prison and after so long of him being the only person that kept metropolis from going to hell he just disappears without any notice and to do what? Coach middle school football in Kansas, understandable he would be angry and not want the kids to make him put aside Superman for selfish reasons, he wouldn't even go and support a prisoner transport for a psychopath when Sam begged him to, of course he told them in a wrong way but he had every right to all things considered.
