You can't, its a weird little easter egg. You have to slowly and quietly walk into a corner in the second area (where the elite major with the needler runs out), and slowly walk back and forth into it. If you listen carefully enough, you can hear it, but its much quieter than it is in this video.
You're half right. I know which area you're talking about, it's not that the sound doesn't play elsewhere it's just that it's a lot easier to hear in that little cave that the elite runs out of.
@@Omega4Productions it’s also my head canon that perhaps the Covenant brought some wildlife back to High Charity from the Halo ring, viewing them as sacred creatures. It would be fitting

Some of those animal background noises would be reused for High Charity in Halo 2, particularly the sound at: 2:28 to 2:30.
I noticed that! It’s really interesting how often Bungie reused their sound effects. They were quite efficient with their resources
