- From the report of Officer Matthew Dollar, lightly edited for clarity: On July 14, 2021, I responded to Young Park in reference to an assault. Central dispatch advised that a male individual poured a beer on another individual and then also tried to fight a second individual at the park after a verbal altercation.
Officer Marvin Kelley made contact with the first individual, who I learned did not wished to pursue charges for the battery when the beer was poured on him.
I learned that the suspect, later identified as Joel Arredondo, got into a verbal argument with a Jose Garcia, and I was advised by another individual at the park that the male we were looking for was sitting in an area that was just northeast of the parking lot.
I made contact with this individual and identified him as Joel Arredondo. I learned that Mr. Arredondo was not from Las Cruces or New Mexico that he was passing through from Colorado.
When I asked him about the incident that occurred, he denied knowledge of any altercation or incident with any person in the park.
I then mentioned an incident where he poured beer on an individual and argued with someone else, and Mr. Arredondo referred to an individual that he got into an argument with who that was harassing the ducks with his dogs.
At this time, a male approached me identified as Jose Garcia. He had two small dogs with him. Mr. Garcia asked if he could speak with me. Mr. Garcia was upset and stated that the male that I was speaking with, Joel Arredondo, had assaulted him.
Mr. Garcia stated that he was at the park talking with the ducks that his dogs were with him when he was approached by the individual and was threatened. Mr. Garcia stated that Mr. Arredondo threatened him in Spanish, threatening him to fight him and calling him and his dogs names while threatening to harm his dogs.
Mr. Garcia stated that Mr. Arredondo closed distance on him with his hands raised and in an aggressive fighting stance and that he felt threatened. Mr. Garcia stated that he wished to pursue charges for the assault.
I obtained his information and advised him he was free to go. I then questioned Mr. Joel Arredondo again about the incident who stated that he was also threatened by Mr. Garcia that he was just defending himself.
I advised Mr. Arredondo that a summons would be issued in reference to the assault. I advised Mr. Arredondo that it would probably be in his best interest if he left the park at which point, he did so.

I’ve dealt with people like that when you throw authority at them they are all innocent and cowardly but when let loose they are a menace to society …
It’s hard when people get so disenfranchised, they feel like the whole world is against them. Most of that is perceived and not accurate, but something or many things didn’t go their way. Otherwise, they wouldn’t be in that position.
We as a society need to do better, build stronger families and social support for people to help mitigate these problems. There are too many people suffering for a nation as wealthy as ours.

Because clearly, that is what is happening to this homeless man, the entire video is about introducing a homeless man to the criminal justice system, essentially innocent of ANY crime, that prisons and police will be compensated, for institutionalizing him.
The poor, offended man, with the replaced hip and two mewling dogs, the bitter, vengeful man who could not equate "raised fists," as a _complement,_ because the deranged homeless man could not transform his envy and respect, into a rose petal shower, essentially _handed_ the authorities a tax burden write off.

You say those things until someone like this assaults your kids, steals from you, or intimidates anyone they believe they can get away with. I grew up in a neighborhood full of guys just like this and they were the exact ones that trashed the place or make it impossible for children to use playgrounds and parks, and left their dirty needles everywhere. There's no excuse when there are treatment programs, addiction centers, shelters and mental health services all over the place. This is far from the homeless drunk who keeps to himself, these guys will convince themselves they are justified to criminality and violence and going soft on them doesn't work.

He would've had a report from the instance that would've cleared up, but also an investigation (SFT's, Breathalyzer) would've cleared him.
Because he reported it ther will be a file number. If he gets in a trafic stop all he has to do is tell the officer what happened and that he did report it and aslong as he dont have a b.a.c he is free to go

People will never understand how rude, nasty, and reckless 99% of homeless people are until you deal with them everyday. The good ones are in the shelters, trying to change themselves. The ones choosing to roam the streets are unbelievably dangerous and unpredictable.

Wasn’t a warrant, it was a summons to appear. Only a judge can issue a warrant. “While a summons summons you to appear in court, a warrant is issued by a judge or magistrate and gives police officers the right to arrest you or search your property. If you are issued a summons, you will not be arrested, but you will be if you have a warrant out for your arrest.”

The only thing I find wrong here is the fact that the officers allowed him to stay at the park. They should have trespassed him from public parks and made him leave.

There are Federal buildings where citizens have to go to conduct business, such as the post office and court house that they can not trespass you from, They can just arrest you if you do something like this while at those places, but when it comes to public parks, they can trespass you for the rest of the day, or for a year, and some placed they can only trespass you for like 90 days max unless it goes to court and the court trespasses you from there perminitly.

I live in Ontario Canada, if the police came and I poured beer on a teen, threatened an old man and harassed a lady, I'd be on my way to jail, no question about it.

This is what it is like here also. The cops are not allowed to arrest the homeless but they can threaten and abuse people as much as they want. We have parks here that are unuseable .Tje elderly man has a hip replacement. Now he probably will be too afraid to enjoy feeding the ducks and taking his dogs for a walk. It’s disgusting. Not the cops fault but the politicians who are using the mentality I’ll homeless for their own selfish advantage.

I know of a person who got AIDS because a homeless guy threw a bottle of Jose cuervo at him and apparently the homeless guy had mixed urine, blood and feces in the bottle. This happened in vegas, the homeless guy got 10+ years for it, but got out in 5 for good behavior. But this person now has aids for life.

Where I'm from, when you assault not one, but three people, you go to jail. I've seen people arrested for less. And this cop's all like "I don't tolerate this kind of stuff here".... well he just did, and I doubt this dude decided to stop harassing people in the park just because he got told not to by some cops.
If the politicians get lenient on crime and this sort of thing isn't an arrestable offense, the officer can't arrest him, or there is no point. Western society is too lenient and as a result, we are seeing what seems a lot to me like the downfall of society. It starts small but gets bigger and bigger.

I don't know how Las Cruces does it, but here in Eugene it's an understood thing: If you have no local record and you're not in felony country, you'll meet kid gloves in that first encounter. I figure that the first time you meet the cops here, you're an unknown quantity that they want to assess; that first-time kid-gloves gives them a chance to do this.
But if there's a 'next time' because you didn't catch the message the first time ... no more kid gloves. Especially if there hasn't been much water under the bridge since your last police encounter. Putting the warrant out after the first encounter means that a second time while that warrant is live automatically spells jail. After all if you *know* there's paper out on you but you still act out ... I don't need to elaborate on what that suggests.
I think it's like a kind of triage, sorting people into three groups: (1) the people who had one ugly day but are responsive to correction, (2) the people who repeatedly behave badly and didn't respond to correction, and (3) the lost causes who will not be corrected by anything but arrest and jail time if that.
Also learning things like who's given to carrying weapons and who isn't, who responds to police intervention with cooperation and who responds with hostility, who's receptive to communication and who isn't, who has self-control and who doesn't, and so on.
Admittedly, I'm not a cop and I'm not trained in police work, but that sounds to me like 'know your community and the people in it', which even I can see could offer some serious value. If nothing else, knowing that certain people are reasonable, take light lessons to heart, and cool down quick -- and certain other people don't -- means you can make informed decisions about approach and escalation based on who you're dealing with.
Both from idealistic-policing and gritty safety perspectives, this makes a lot of sense to me. But then I've got a background in inpatient psych, where all of this is vitally important.
@@Anthony-fo8no Maybe not in this situation (since most of this was hearsay, outside of the one clip that no one here saw), however at the cops own will they can press charges even if others said they don't wish too. This usually requires video recordings and/or multiple witness, or if the cops themselves saw it, this is usually done in domestic situations however. So since police only had one person who seemed willing to come forward this was the most they could do, and I bet the court would lightly slap him on the wrist as well even with the video, I do think he'd have been arrested on the spot if the 18 year old was willing to press charges, the smell multiple people around him etc.
Granted this was during CV19 so jails were not taking ppl unless felony charges. The officer sounded serious so hopefully he would have taken him had the circumstances been differently.
If you want to help a homeless person. PRESS CHARGES. PRISON WILL BE BETTER THAN LIVING ON THE STREETS
Have you ever been in jail? I've done both and sorry but that's painfully wrong. If you want to get homeless people help, perhaps we should give them homes to live in and mental health care.

The exact problem with putting charges on a guy like that is that they tend to hold on to anger and resentment and come back vindictive as f and want to get revenge so the next time he sees this poor quacker walking in the park he might use that saw that's why I don't agree with the warrant they need to slap the cuffs on them and take them away immediately

I was charged with agg assault when I was the victim before. Someone hit my car and took off and because I tried to stop them I got In trouble. The law don’t always work. Thank god for paid attorneys
Yeah it’s illegal to stop the person who has assaulted and destroyed your property, the best thing you can hope for is get assaulted so bad you’re bleeding and that someone catches a glimpse of the person who assaulted you..

You can't attack someone just because they hit your car. Trying to run from an accident is bad, but the last thing we need is people taking the law into their own hands. The law doesn't always work, but neither does increasing the violence.
I've watched quite a few of these homeless person v cop videos recently and they all seem to follow the same kind of trend. The guy was homeless, had potential anger management and/or mental health issues, took his frustration and anger out, both verbally and physically on other members of the public, can't really defend him in that regard, but I do think and believe he needs professional help with whatever personal problems he does have. The homeless man was told there would be a warrant issued for his arrest, hopefully when he went/goes to court the judge will realise(d) the guy needs some help and tell/told him he needs to see a professional psychologist or psychiatrist etc. Locking a person up in jail and prison might solve some of the problems, some of the time, but it's only a temporary fix, and in many cases what a person really needs most is help and not punishment.
Hmm...you are quite optimistic. You are assuming the cops will even find him later and assuming the DA will pursue charges and assuming that this guy would even be receptive to getting help. I don't know what should be done with people like this... If they are in prison they are away from society and can't hurt anyone, but you can't just lock someone up forever just because they're annoying.

Total flaw in the system right here. If this person is going to be charged with a crime and there's no way to get a hold of him he should be held until the court date. There's no way he can complain because he will be housed and fed until that date. The first guy that got beer dumped on his head, when asked if he wanted to press charges, he should have respond with "it depends on how he reacts". He should have went with the officer and after seeing that this bum harassed to other people he should have pressed charges.
If this was in Florida the old man could have stood his ground and eliminated this bum from society.

I will never understand why people call the police after being assaulted and then tell the police that they don't want to press charges... like what a waste of the police time... if you are not going to press charges and hold that person accountable that assaulted a random person than why call the police at all??? I kinda feel like when the cop asked him if he wanted to press charges he thought about the 2 females standing next to him and decided to look like a "good" guy by not pressing charges on a homeless person.... The police spent over 15 minutes with this fool, it should have taken 6 or 7 to get it done. Stop wasting time with these clowns, and if you've been confronted by one of them, make a formal complaint. If you don't, they'll keep on doing this to others.
