Florida Man Arrested for Unlawful Use of Police Insignia

- From the report of St. Lucie County Sheriff's Office Detective David Snyder, lightly edited for clarity:
“On 10/22/18, I received a phone call from Detective Leflur stating that he had observed a black male, later identified as Leroy Thompson, inside the Verizon Wireless store located at 1689 Saint Lucie Blvd, Port Saint Lucie, Florida. According to Leflur, Thompson was wearing a bullet proof vest, and was openly carrying a handgun and taser.
I arrived at the address with Detective Leblond, and saw a black male - Thompson - wearing a gold “OFFICER” badge on a chain around his neck, a black bullet proof vest and green tactical pants. I made contact with Thompson and asked him who he worked for. He told me he worked for a federal agency responsible for transporting prisoners. I understood the answer to be deceptive and an attempt to lead me to believe he was law enforcement. When I pressed Thompson for the name of the agency he changed his story and said he was a contractor for a Federal Agency. Thompson produced an ID card with the name "U.S. Corrections" on it.
Thompson would not give a phone number for the company he worked for, forcing me to do an internet search for U.S. Corrections. I called the number and spoke to an individual identified as Robert Downs. Downs said Thompson worked for U.S Corrections and that a similar incident occurred recently with Thompson and the Port Saint Lucie Police Department, but Downs did not elaborate. Downs said Thompson had been spoken to about the incident and was aware he isn't authorized by to law to open carry a firearm when he isn't working. I asked Downs if Thompson was currently working and he said no.
I read Thompson his Miranda rights and conducted a video interview. Thompson stated he had no knowledge that he wasn't permitted to open carry a firearm. I asked him if he had ever been trained by U.S. Corrections about the laws on open carry and he said no. I asked Thompson if he was working and he said he was going to visit his mother and had traveled into Port Saint Lucie from the Indian River County area. I asked Thompson why he hadn't taken his bullet proof vest, gun and taser off. He answered that he was cold.
Based on the information gathered at the at scene, I placed Thompson under arrest for wearing a badge that identified him as an officer and for openly carrying a firearm and taser. The weapons and badge were taken as evidence and turned into Sheriffs Office evidence. [They were later returned to Thompson -ed.] Thompson was transported to the Saint Lucie County Jail without issue. Nothing further.”
On July 8, 2020 Thompson entered a plea of no contest to one misdemeanor charge of unlawful use of police insignia and two misdemeanor counts of openly carrying a weapon. He was adjudicated guilty and sentenced to time served and fines/fees totaling $348. He is on a payment plan and is scheduled to make his final payment - in the amount of $23 - on March 1, 2021.
In May 2013 Thompson was arrested on the exact same charges, only in round one he was stopped at an AT&T store instead of a Verizon store. On that occasion, he allegedly identified himself to a store employee as a deputy sheriff with West Palm Beach Sheriff’s Office, and was decked out in similar apparel as in this incident. While at the AT&T store, Thompson had allegedly told the store employee that he was “also with FHP” (as a field training officer, of course) and had allegedly mentioned to a different employee that he was “an M.P. in the Army.” Those charges were ultimately dropped.

I used to work for this company. It's called U.S. Corrections out of Melbourne, FL. You are considered a "fugitive extradition agent" when working for them. You are federally contracted but must follow local laws. Depending on the states you work out of, require an active G license to carry. I had just left law enforcement and had my license through my military and law enforcement training and STILL was required to have a G license to carry a firearm. This place is a joke and the pay is garbage.
That's not possible. Bounty Hunting, and Fugitive recovery is illegal in Florida. You have to be an actual Bail Bondman to recover bail jumpers.
@@DrJUSTICE813 it is possible because I worked there. Look up the company. You are a fugitive extradition agent. Mostly transporting prisoners to other jails for extradition and court. We were based out of Florida but most of our pickups were out of state.

Deb Miller, vice chairman of the Surface Transportation Board, made her comments last month, echoing calls from lawmakers this summer for a probe of Prisoner Transportation Services, the nation’s largest private extradition company, and others in the field. The company was highlighted in a Marshall Project investigation that revealed a pattern of deaths and abuse in the industry.
“The problems of prisoner abuse, sexual assault, and medical neglect by Prisoner Transportation Services, LLC… are very concerning,” Miller wrote in a comment appended to the board’s Nov. 10 decision to grant approval for PTS to merge with its largest competitor, U.S. Corrections.
Attorney General Loretta Lynch told the House Judiciary Committee in July - shortly after The Marshall Project story was published - that her office would review apparent lapses in federal oversight of prisoner transport companies. A spokesman for the Justice Department said recently the agency is still working on a report.

@Puma Lyn here in the USA, things like firearm licenses, trade licenses, and professional licenses are run on a state by state basis. A concealed carry license here in florida is issued by the dept of agriculture. In New York city, a separate division of the police force issues all firearm licenses. Here, a security license is issued by the dept of agriculture (both armed and unarmed), as are private investigators, and pawn shops, while business licensing is handled the division of business and professional regulation. Both agencies are part of our dept of state. A drivers license could be issued by any of a number of agencies depending on what state. Our system is VERY decentralized, with each of our 50 states handling the majority of regulation as they see fit. I would imagine most of the world find our way of doing things quite confusing, as even crimes are defined by individual states, and enforced as they see fit.

I've also watched on videos that you have to change your license plate when you move to a different state. Here, we can drive from up north (border of Thailand) to down south (causeway to Singapore) with the same licence plate, which is issued by the DMV, as is our license. Firearms are a big no-no. Even our police force hardly ever use their service weapons. 🤭
We have to carry our Identity Card with us when we go out failing which we can be arrested and jailed. We have to comply. Using the F word in public or at government servants will get us arrested. I always smile when I see the police there shouting "Get your f'ing hands up!" 🤭
@Puma Lyn lol, just to make it more confusing, you have to get the license and plate from the new state if you change "primary residence". So, if you're military or in a college, you might not have to change them. If you're doing transient construction work, same. There are places here where you can curse at the top of your lungs all day long, other places you'll get 1 warning, then get jailed, still others jailed without warning. In some places, not having ID on demand is a crime, other places they can jail you for up to 3 days to identify you, other places it's no big deal. In some cities, convicted felons have to register with the police if there for more than 2 days.
