Welding pressure vessels is a serious profession, done by certified professionals. The whole vessel needs proper steel plate, not junked plate from some old boat that is no longer seaworthy. The lip left inside is asking for trouble, so many reasons to make these recievers into BBQs where they should be safe. Totally unsafe for function.

I don't think safety is a real top priority here. I'm guessing the steel toe sandles are optional.

No, that is NOT high strength material, in addition the reason the ship(s) was scrapped in the first place is that it had reached the end of it’s service life and was no longer worth repairing, including steel rusting out.
