I think "cozy fantasy" is a very subjective; I know what I personally consider to be cozy fantasy, others won't. That being said, some of my favorites are The Invisible Library series by Genevieve Cogman (it's got way more adventure and danger than most would consider cozy, but it just works for me), the Eva Evergreen duology by Julie Abe, Can't Spell Treason Without Tea by Rebecca Thorne, the Winterhouse Trilogy by Ben Guterson, and almost anything by Patricia C. Wrede, but especially her books Dealing With Dragons, The Dark Lord's Daughter, and the Frontier Magic trilogy.
I would like to recommend the Kitchen Witch Mysteries series by Lynn Cahoon, cozy small town vibes, lots of amazing food, familiars, murders, magic ❤️ And also the Witches' Brew Mystery series by Gretchen Rue 😊 kind of the same vibes as Kitchen Witch Mysteries plus bookshop 😁❤️
Garden Spells!!! A million percent! It's the perfect combo of Pratical Magic, Hope Floats, and perfect spring/summer vibes. It's soooooo good! Garlic and the Vampire is also so precious, it almost hurts. lol Great list 😊
I just finished Tress and the Emerald Sea and I can’t rave about it enough! Took me 3 days to read it and I have a toddler constantly interrupting me!! It was so goooodddd!!!!
I can recommend A Far Wilder Magic by Allison Saft for cozy fantasy - a victorian-ish setting with the hunt of a magical spirit, an emotional love story and great autumn vibes.

Honestly, the Witches of Thistlegrove books are some of my all-time faves, so I'm interested to see what you think of Payback's a Witch. I personally really loved Back In a Spell and From Bad to Cursed. Each book is a stand alone by makes references to prior books. I did read them out of order but it honestly didn't ruin anything for me.

I would also recommend the "That Time I Got Drunk" series by Kimberly Lemming, Cant Spell Treason Without Tea by Rebecca Thorne, Bakers Magic by Diane Zahler, Lightfall by Time Probert (graphic novel) There are so many that I love. Two cozy fantasy Manga that I adore are the four book series Nicola Traveling Around the Demon World by Asaya Miyanaga, and the ten book series Flying Witch by Chihiro Ishizuka (which might not all be available translated into English yet, I've only read the first five so far.) I also loved the graphic novel Séance Tea Party by Reimena Yee. Also, although the stakes are perhaps higher than some other books, I think Rebecca Ross's Elements of Cadence duology has so many cozy settings, gardens and cottages, hillsides, apothecaries... and the interactions between so many different types of relationships (parent/child, friend/friend, lovers, humans/elementals, relationships with the land.....) and those relationships develop or change is really the best part of the story.
