He is the man marked by flames. When Blackbeard's crew was talking about the man marked by flames and the final poneglyph, they theorized that the final poneglyph is in the hands of the government. Shanks' twin is that man. He's probably one of the God's Knights and his role is to sail around in that black ship in order to prevent anyone from being able to find the final poneglyph that he has in his possession. It also makes sense in regards to Whitebeard's statement about his scar. The last known location of that poneglyph was Fishman Island, which happened to be Whitebeard's territory. Perhaps he scarred Whitebeard when taking the poneglyph?

It's also worth noting that it's not necessarily true that the "Shanks" in chapter 907 actually looks identical to the "real" Shanks, in that his hair color may be totally different. Remember, the colors used by Shueisha for the colored manga or by Toei in the anime are obviously not always decided by Oda himself. In fact, both the colored manga and the anime have previously got colors of certain things wrong, such as Prince Grus' hair which we know from the cover of volume 107 is canonically green yet in Bege's cover story is colored by Shueisha as brown, or Mihawk's eyes which we know from a line in Baratie are canonically red yet in the anime are colored by Toei as orange. It's entirely possible that Shanks' twin has, say, blue hair, and for that to still be the same person we saw at the end of chapter 907. The actual manga made by Oda is drawn in black and white, after all.
the anime change robin's eye color also often likes to put the ringed eyes on a character on certain scenes even tho in the manga it is clearly not the case for ex the most recent one is when the stussy clone's identity got revealed.
I don’t think he’d have different hair color. If that isn’t Shanks, we were lead to believe he was. Giving him a different color hair would completely ruin the reveal of evil twin Shanks. A shade darker/lighter, sure, as that can be obscured by shadow/lighting.
Oda wouldn't do that, he knows about the anime and even tells a lot of things to toei. He definitely would never do shanks' twin with blue hair, because it would actually ruin the anime. A darker or lighter red is possible though, but definitely not BLUE

Oda never fails to show shanks with his scar in his reintroduction scenes, even 4 chapters before the gorosei meeting(5th emperor chapter), we see the first panel of shanks close up face, oda doesnt hesistate to show his scars, he could have easily done that with the gorosei meeting as well Also watched the Sawyer7mage on this topic, where he also suggested that the man marked by flames can be this twin shanks, since shanks himself has an ability to set his sword into flames...its possible that they had a clash and shanks might have scarred him
Between Shanks's supposed twin and the theory about him being THE yakuza boss, my mind can't get over how little we actually know about the character who was introduced to us at the very start of the story.
It's worth mentioning that other times when Oda forgets to draw a scar he fixes it in the volume releases, he never fixes Shanks' scar in that Gorosei meeting. The scar is on the other side, but you can see profile shots of Shanks in the Whitebeard meeting where you can still see part of the scar on the forehead.
As another good point, this Shanks look alike doesn't necessarily need to be his twin, he could just be a younger or older brother. Young Garling looks exactly like Shanks, so a Shanks sibling would look like Garling and therefore Shanks by proxy. Since in-world it would be more Shanks looks like Garling than the other way around.
There is another point that nobody is talking about, his eyes are different. You can see 4-like angles on the eyes of Shanks, like a diamond-ish form and there has been always like that since the beggining of the manga. There are some panels where Shanks have the same point of view and his eyes are still diamond-ish, but in this scene his eyes are TRIANGULAR. If Oda have the caution and time to respect the form of his eyes during his entire story, why change them in just ONE PANEL? it's because maybe is another person.
i think his eyes are triangular because that's how you draw eyes from a side profile take a picture of yourself facing forward and another facing right, your eyes would always look triangular on the side profile also search up side profile eyes

Allow me to play devil’s advocate: Shanks, unlike the Donquixote family, never officially left The Holy Land. He went with his dad to God Valley where his pops became the King. Shanks ends up in a treasure chest, gets inadvertently kidnapped, and grows up a pirate, but that was not of his own doing. He never knew he was a CD until later (we know he eventually found out because of the meeting with the Gorosei). He’s THAT character in this story. Both CD AND pirate Naturally 🤯 The CD would never allow a pirate to become a CD, but in Shanks case, they don’t have a choice in the matter because of Figarland. Lol
"King of God Valley" was a mistranslation, from what I remember. He was something more like the champion, i.e. he won the tournament they were holding there. I do agree that his situation is different to Homing's though. It would be a difficult situation - the son of an important CD was taken and raised by their biggest enemy... would they admit something like that, or just let it play out and not acknowledge that anything happened?
You were saying that the elders wouldn't accept having shanks inside, and neither would shanks. However, The direct counter top that is the same scene which you mention Sengoku speaking to shanks after the Marineford war. Sengoku says "Becasue it's you i'll allow it." That could be the same scenario with the elders, adn that is also something that they said, "We only allowed it because it was you." The elders also continued to work with Roger, and other pirates in tandem whenever thsi would benefit them, They worked with Roger, and they also worked with Vegapunk, knowing his connection to Dragon. This throws the entire theory here out of the window. Shanks has shown the capability to respectfully speak to others, so him going out of his way, WHEN he requests something, is definitely not strange. Even Ace wanted to be able to respectfully speak with Shanks at some point so took time to learn how, this could easily be something that shanks did as well.

Characters who are typically on opposing sides have a tendency to work together when it conveniences them. So it still isn’t out of the question the Shanks and the Gorosei would cooperate under certain circumstances. Also, the ‘Shanks is actually an antagonist’ theory is still up for debate. If you ask me, it’s one or the other. Either Shanks has ulterior motives, or he has a twin. The only other possibility(and the least likely) is an imposter.

I think the my theory is Saul will be killed, Hajruddin sacrifed, the kidnapped of Vivy will marked as the start of Ragnorak. OK HEAR ME OUT... The Shank Twin is here but not for Luffy neither Robin or anyone else on the Elbaf Island. Well, I think there are a few ways to still explain this (though to be clear I don't hate the twin shanks theory, if it's true I wouldn't mind in the least) it could be that Shanks was speaking more respectfully because he wanted to be careful to preserve a connection with the Gorosei; if the certain pirate in question is Blackbeard then Shanks has a very real reason to see him as a threat to the entire world. This could be his last-ditch effort at getting something done about it. Maybe even proposing that the navy makes a joint effort to take out Teach with the Red Hair pirates, after all, connections keep getting made between Rocks and Teach, and it took both the Navy and Roger to finish him. So he's trying to use his position as the son of a god knight to bring the idea to them directly. If this was the case, I could see him being more formal, not out of respect, but more out of wanting to make sure they take the offer seriously.
Shanks has some connection to the world government, I suspect it has to do with his red hair. I think he just knows how to talk to these nobles and realizes their power. It's not a twin, but Shanks, who is a more complex character than we think. He will talk differently to Luffy or crew members than to nobles.
Since we know that Shanks was in a treasure chest at God Valley, it makes even more sense for there to be a twin brother of him and Garling, as his personality goes as we've seen untill now, wouldn't be out of character for him to put one of his own twin sons as a prize in the chests.
One thing you missed is that Shanks clearly stole the Gum Gum Fruit from the hands of the world-goverment. I dont think that after that he would be let in.
The more i think about the twin theory the less it makes sense, shanks meeting with the gorosei was meant to be mysterious on who he was snitching on and was soft confirming his celestial dragon lineage to be able to assemble a meeting with the gorosei to begin with with film red hard confirming it. You missing points i think. Shanks is a pirate noone would want shanks to return to the government side. The five elders would never respect him, they would only use him for information and they would never allow him to step inside the meeting room and have conversation with him

I would like to state that the man has a clear visible shirt collar, something only pre-timeskip shanks had, as in timeskip his shirt is almost fully open meaning the collar could not be near his face at all like it is in the gorosei panel.

Theory sounds good, although I don't think the Gorosei have the exact mindset as the celestial dragons, considering they never wear those silly suits, so I don't agree that they would not allow Shanks to be there for living as a pirate, specially if there's some information they really want from him. And considering they seem to be the actual ones behind the government, not the Celesial Dragons, it would make more sense for Shanks to act more respectful towards them than to Marines or Whitebeard, even more if he knew all five of them could kill him if they wanted to. Shanks has no twins and he is not Evil. Yes, Shanks had a meeting with the Gorosei and he was speaking about a certain 👉 BlackBeard. The even more challenging foes wgo had ties with Whitebears is BlackBeard, the man wants to be like the WG but worst. It is normal at some point, Luffy and Shanks will deal against BlackBeard.
Recent chapter gives another hint you may be right. There's a shadowy figure with a saber like Shanks sword's tilt. He could be Xebec or that twin. I talk about the panel of people competing to get One Piece.

After reading chapter 1125 I think that he might be St. Figarland Garling, it's seems like Imu has some kind of power or influence over the Gorosei"s lifespan, this is suggested by the way Imu killed Saturn.
It could def just be Shanks though as shanks is show multiple times to be the strongest w his haki even scaring an admiral away from a distance and by stopping kaido from joining the marineford war. Another important evidence is Shanks' bounty. A bounty means that the World Government wants to capture him by any means, dead or alive, and he literally has the highest known bounty in the entire manga. That makes him the one man that the Government wants to capture the most out of any other character, so it feels really weird for them to let him in their headquarters and have a chat like it's nothing

I used to think that shanks, while not an outright villain, was maybe an ally of circumstance to the gorosei. That he had special knowledge about the void century, and he was worried that were the truth about it to come out, the ensuing war would tear the world to pieces and kill millions of innocents. And so he protects the status quo. But with OP being a very straightforward shonen manga, this kinda morally grey characterization probably wont fly. And the evil twin theory makes more sense in that regard
I don't think it's Shanks evil twin because it wouldn't make sense revealing him so late in the manga, first of all it would have to be proven why nobody recognized him not even Celestial Dragons, they have the wanted posters of Shanks. Either memories in Celestial Dragons are somehow erased. Then someone must have seen him if he can't teleport or he is a shapeshifter or the topic of time travel. It could just be a doppelganger. Otherwise he would have to be completely covered and wear a mask. Remember Shanks was aware of the significance and history of Luffys Devil Fruit. He could eat the fruit but he didn't. Oda never fails to show shanks with his scar in his reintroduction scenes, even 4 chapters before the gorosei meeting(5th emperor chapter), we see the first panel of shanks close up face, oda doesnt hesistate to show his scars, he could have easily done that with the gorosei meeting as well
Also watched the Sawyer7mage on this topic, where he also suggested that the man marked by flames can be this twin shanks, since shanks himself has an ability to set his sword into flames...its possible that they had a clash and shanks might have scarred him
Between Shanks's supposed twin and the theory about him being THE yakuza boss, my mind can't get over how little we actually know about the character who was introduced to us at the very start of the story.
It's worth mentioning that other times when Oda forgets to draw a scar he fixes it in the volume releases, he never fixes Shanks' scar in that Gorosei meeting. The scar is on the other side, but you can see profile shots of Shanks in the Whitebeard meeting where you can still see part of the scar on the forehead.

As another good point, this Shanks look alike doesn't necessarily need to be his twin, he could just be a younger or older brother. Young Garling looks exactly like Shanks, so a Shanks sibling would look like Garling and therefore Shanks by proxy. Since in-world it would be more Shanks looks like Garling than the other way around.
There is another point that nobody is talking about, his eyes are different.
You can see 4-like angles on the eyes of Shanks, like a diamond-ish form and there has been always like that since the beggining of the manga. There are some panels where Shanks have the same point of view and his eyes are still diamond-ish, but in this scene his eyes are TRIANGULAR.
If Oda have the caution and time to respect the form of his eyes during his entire story, why change them in just ONE PANEL? it's because maybe is another person.

Shanks, unlike the Donquixote family, never officially left The Holy Land. He went with his dad to God Valley where his pops became the King. Shanks ends up in a treasure chest, gets inadvertently kidnapped, and grows up a pirate, but that was not of his own doing. He never knew he was a CD until later (we know he eventually found out because of the meeting with the Gorosei).
He’s THAT character in this story. Both CD AND pirate Naturally 🤯 The CD would never allow a pirate to become a CD, but in Shanks case, they don’t have a choice in the matter because of Figarland. Lol

"King of God Valley" was a mistranslation, from what I remember. He was something more like the champion, i.e. he won the tournament they were holding there. I do agree that his situation is different to Homing's though. It would be a difficult situation - the son of an important CD was taken and raised by their biggest enemy... would they admit something like that, or just let it play out and not acknowledge that anything happened?
You were saying that the elders wouldn't accept having shanks inside, and neither would shanks. However, The direct counter top that is the same scene which you mention Sengoku speaking to shanks after the Marineford war. Sengoku says "Becasue it's you i'll allow it." That could be the same scenario with the elders, adn that is also something that they said, "We only allowed it because it was you."
The elders also continued to work with Roger, and other pirates in tandem whenever thsi would benefit them, They worked with Roger, and they also worked with Vegapunk, knowing his connection to Dragon.
This throws the entire theory here out of the window. Shanks has shown the capability to respectfully speak to others, so him going out of his way, WHEN he requests something, is definitely not strange. Even Ace wanted to be able to respectfully speak with Shanks at some point so took time to learn how, this could easily be something that shanks did as well.

Characters who are typically on opposing sides have a tendency to work together when it conveniences them. So it still isn’t out of the question the Shanks and the Gorosei would cooperate under certain circumstances. Also, the ‘Shanks is actually an antagonist’ theory is still up for debate. If you ask me, it’s one or the other. Either Shanks has ulterior motives, or he has a twin. The only other possibility(and the least likely) is an imposter.

I think the my theory is Saul will be killed, Hajruddin sacrifed, the kidnapped of Vivy will marked as the start of Ragnorak. OK HEAR ME OUT... The Shank Twin is here but not for Luffy neither Robin or anyone else on the Elbaf Island. Well, I think there are a few ways to still explain this (though to be clear I don't hate the twin shanks theory, if it's true I wouldn't mind in the least) it could be that Shanks was speaking more respectfully because he wanted to be careful to preserve a connection with the Gorosei; if the certain pirate in question is Blackbeard then Shanks has a very real reason to see him as a threat to the entire world. This could be his last-ditch effort at getting something done about it. Maybe even proposing that the navy makes a joint effort to take out Teach with the Red Hair pirates, after all, connections keep getting made between Rocks and Teach, and it took both the Navy and Roger to finish him. So he's trying to use his position as the son of a god knight to bring the idea to them directly. If this was the case, I could see him being more formal, not out of respect, but more out of wanting to make sure they take the offer seriously.
I haven't considered this before, no idea about the possibility but now it’s going to be on my mind all day.

I think he just knows how to talk to these nobles and realizes their power. It's not a twin, but Shanks, who is a more complex character than we think. He will talk differently to Luffy or crew members than to nobles.

One thing you missed is that Shanks clearly stole the Gum Gum Fruit from the hands of the world-goverment. I dont think that after that he would be let in.
The more i think about the twin theory the less it makes sense, shanks meeting with the gorosei was meant to be mysterious on who he was snitching on and was soft confirming his celestial dragon lineage to be able to assemble a meeting with the gorosei to begin with with film red hard confirming it. Based on what we currently know about the god knights they are a both a judicial and fighting force of the celestial dragons to solve internal matters and they like to play twisted games for sport they arent interested in the threat of pirates, thats the job of the marines while the gorosei are focused on maintaining the balance of power
And inspite of Shanks past actions to deny the elders for having the nika fruit, he had some crucial info that the elders were keen on hearing but warcury and venusjuro couldn't help but deride shanks while mars and saturn was eager to hear what info shanks would divulge, some of the gorosei patronizing a god knight doesnt make sense to me, im starting to think oda is playing a long con troll on his readers once he caught wind of the shanks twin theory burgeoning in the jp community

Theory sounds good, although I don't think the Gorosei have the exact mindset as the celestial dragons, considering they never wear those silly suits, so I don't agree that they would not allow Shanks to be there for living as a pirate, specially if there's some information they really want from him. And considering they seem to be the actual ones behind the government, not the Celesial Dragons, it would make more sense for Shanks to act more respectful towards them than to Marines or Whitebeard, even more if he knew all five of them could kill him if they wanted to.

A bounty means that the World Government wants to capture him by any means, dead or alive, and he literally has the highest known bounty in the entire manga. That makes him the one man that the Government wants to capture the most out of any other character, so it feels really weird for them to let him in their headquarters and have a chat like it's nothing

I used to think that shanks, while not an outright villain, was maybe an ally of circumstance to the gorosei. That he had special knowledge about the void century, and he was worried that were the truth about it to come out, the ensuing war would tear the world to pieces and kill millions of innocents. And so he protects the status quo.
But with OP being a very straightforward shonen manga, this kinda morally grey characterization probably wont fly. And the evil twin theory makes more sense in that regard
I don't think it's Shanks evil twin because it wouldn't make sense revealing him so late in the manga, first of all it would have to be proven why nobody recognized him not even Celestial Dragons, they have the wanted posters of Shanks. Either memories in Celestial Dragons are somehow erased. Then someone must have seen him if he can't teleport or he is a shapeshifter or the topic of time travel. It could just be a doppelganger. Otherwise he would have to be completely covered and wear a mask. Remember Shanks was aware of the significance and history of Luffys Devil Fruit. He could eat the fruit but he didn't. This is the strangest thing of all
